With a ~~ublic irnprovernent like this you install ~t to service <br />everyone- All the septic systems are not going to wear out at the same moment. It is a bit <br />of a local problem in that area versus an individual problem. <br />Mr. Mudd. said he was paying $ I UU a week right now to have his septic pumped and <br />hauled away because his was a failed systezr- and $100 a month on top of bills, utilities, <br />mortgage, etc. this cost was killing him and his wife. He said he was sure if it happened <br />to anyone; of the other residents they would be facing the same hLige problem. He said he <br />wasn't asking the other residents to book on just for lzis sake but the same thing could <br />happen to any otze of them. -ie went on to say there was a high wafer table in the <br />addition anyway arzd when it rains people have trouble with their systems because there is <br />nowhere for the water to go. He said his found someplace to go and then the Board of <br />Health found. hizaa and that is why he is pushing to get this project thru. <br />Joe Neal, local. plumber, told the residents that their systems will fail it was just a matter <br />of how soon and there is notliiz~g worse than having huttian waste back uI~ and have to <br />live with the tness. Ile said lie sees this every day. He said anytime you can hook. on to a <br />a~mmez-cial sewer you are saving money. Vezm Inlow said it was just too expensive to <br />throw his septic away and pay extra tax money plus a $2U a month tninitnztrrz and the way <br />he looks at it he could spend $S,UUO for a new septic and have it paid off in ten years and <br />still have rt good system for another ten years. Someone answered but rzo one has enough <br />room on their lot to put a new system in. Mounds would be the only way and they are <br />ugly and create drainage problems. Mr. Inlow said he did not feel like lie shaul.d be <br />forced to get on floe systezrz iF he doesn't want to, il' he pays the $9UU fee fine, btzt <br />whenever he wants to he could hook-on. He said his whole problem was money and the <br />time frame. <br />Joe Beikman said for point of information, all the councils in the past have required all <br />property owners to pay for the sewer line when it was put it which we wozrld probably be <br />talking about $4,000 or $5,000 a home- The reason tl~cy are starting to catch a lot of <br />septics failing now is there is a lot of grant money available for studies on watershed <br />initiatives. Somewhere conung out of that area right now we have high e-soli in the in <br />the streams big time. 'The Board of Health is going to track down with dye testing to see <br />where this is cortzing from anal Mr. Mudd leas testified once you have a problem and they <br />shut yozz down it is too late. Cotulcilmari Bryant asked Mr. Mudd if he had the option to <br />put irz a new septic, but lie does not, the Board of Health wi]l not allow it because the <br />ground is not suitable. Mr. Mudd said the only reason tl~e Board of Health was allowing <br />him to pump and haul was because this project was in discussion. <br />President Worthen told the residents the letters were due in to the Towrz Hall by March <br />15, 2UU~1 and would lie counted at the March 16~'` meeting. Mr. Antrim. asked if' the <br />decision would be zYZade by majority rules. President Worthen said a percentage had not <br />been decided on or iC this will have to fall back orz the coven~u~ts. This is something we <br />have to work out. Councilman Bryant made the cozxuxzent he would not vote for tl~e <br />project if there were just S 1 %n c7f people for annexation. Because what we are offering is <br />a very good deal.. Sorxreone asked what if not all the people show at the meeting. <br />
