1001 <br /> July 5, 2011 <br /> The Mooresville Town Council met in regular session on Tuesday, July 5, 2011, at 6:30 <br /> P. M. at the Mooresville Government Center. <br /> Town Council members present were: President George Watkins, Vice-President Tony <br /> Langley, John L. Clark, Mark Mathis, and Jeff Cook. No members were absent. Town <br /> attorney Tim Currens was also present. <br /> Jim Taylor, Grace Church, gave the prayer. <br /> A motion was made by Councilman Clark with a second by Councilman Langley to <br /> approve the minutes of June 21, 2011. Motion carried 5-0. <br /> Joy Sessing, Morgan County Economic Development Director,presented the <br /> confirmatory resolution for abatement on personal property for Mt. Olive/Live Oak. <br /> Before she began, President George Watkins informed everyone that Tony Langley <br /> would not be participating in discussion or voting. Joy Sessing told the council Steve <br /> Langley wasn't at the meeting due to a family vacation. The abatement is on a <br /> $300,000.00 piece of equipment and the score on the matrix equaled a five year <br /> abatement or phase-in of taxes. The Redevelopment Commission found this abatement <br /> to have no adverse affect on the TIF district. A motion was made by Councilman Mathis <br /> with a second by Councilman Clark to approve Confirmatory Resolution#14, 2011. <br /> Motion carried 4-0-1 abstention. Councilman Langley abstained. <br /> A motion was made by Councilman Mathis with a second by Councilman.Clark to install <br /> flow monitoring equipment in four locations for wastewater issues in the town not to <br /> exceed a cost of$10,000, subject to Joe Beikman's approval and to pay from rood& <br /> Beverage Fund. Councilman Langley's concern was the town receiving accurate data in <br /> the month the flows are monitored. The cost for additional time is $500 a month. <br /> Motion carried 5-0. <br /> A motion was made by Councilman Cook with a second by Councilman Clark to approve <br /> Joseph's Tree Service to cut four trees down at the Cemetery for a cost of$2,425.00 to be <br /> paid from Riverboat. Motion carried 5-0. The other quote from Rose Tree Service was <br /> in the amount of$3,300 and$200 to remove two stumps. <br /> Unfinished business: Mr. Gregory, St. Thomas More, had asked to place a banner for <br /> Apple Fest downtown. A banner can't be placed on poles downtown, but there is a place <br /> for banners farther up North Indiana Street at Morgan Street. A motion was made by <br /> Councilman Mathis with a second by Councilman Clark to approve the banner to be hung <br /> at North Indiana and Morgan Street at the Town's only location. Motion carried 5-0. <br /> Council President Watkins made the announcement beginning with the next council <br /> meeting the public will need to come thru the two wooden doors at the front of the <br /> Government Center and the handicap entrance will be open.in the front also. All other <br /> doors to the Government Center will be locked. <br /> A motion was made by Councilman Clark with a second by Councilman Langley to <br /> approve payment of claims. Motion carried 5-0. <br /> There being no further business to come before the council at this time a motion was <br /> made by Councilman Langley with a second by Councilman Clark to adjourn the <br /> meeting. Motion carried 5-0. <br />
