MOORESVILLE BOARD OF ZONING APPEALS <br /> MINUTES v <br /> THURSDAY, SEPTEMBER 139 2001 <br /> The Board of Zoning Appeals met on Thursday, September 13, 2001, at 7:00 P.M. at the <br /> Mooresville Town Hall. <br /> Members present were: President Don Barry, Alan Kramer, Jon Swisher, and Mike <br /> Young. Jeff Justus was absent. Town attorney Tim Currens was present. <br /> Mike Young, second by Alan Kramer, made a motion to approve minutes of August 9, <br /> 2001. Motion carried 4-0. <br /> First on the agenda was Mr. John Larsen of Holloway and Associates, representing Davis <br /> Homes, requesting a variance for Lot 262 Grandview Sec. 5 for frontage setback from 30 <br /> feet to 28.6 feet. The home has already been completed and the people are residing in <br /> the home. According to the mortgage survey the house sets 28.6 feet from the front <br /> setback and the requirement is 30 feet. <br /> There being no objections from the floor, Alan Kramer, second by Mike Young, made a <br /> motion to approve the variance for frontage setback from 30 feet to 28.6 feet for Lot 262 <br /> Grandview Section 5. Motion carried 4-0. <br /> Next on the agenda was Ms. JoLee Charstrand, residing at Whipperwill Lake in <br /> Monrovia, Indiana,requesting a variance for 51 East High Street from R-1 to B-2 and <br /> signage. Ms. Charstrand stated she was not planning on residing in the house, but <br /> operating a pottery business on this property. She stated that she is not planning on <br /> making any major changes in the house, but leaving as it had been restored so it could <br /> later be used as a home if a future owner so wished. She will be holding pottery classes, <br /> asking other artist in the area to provide seminars, and selling her pottery. Her hours of <br /> operation will be from 8:00 A.M. to 10:00 P.M. Concerning parking facilities, there is <br /> currently three parking spaces behind the house off the alley and a concrete pad that <br /> would have two more parking spaces. There is also approximately 100 feet on the street <br /> which would provide four more parking spaces. There is space between the utility <br /> building and the concrete pad when cleared would provide two to three more parking <br /> spaces. This would provide 12 parking spaces in all. She does not expect on an average <br /> of more than five people at one time. The signs will be free standing signs that will be <br /> closer to the roadway. She provided images of existing freestanding signs on High <br /> Street. She is asking for two signs, because the property contains several trees and she <br /> wants to maintain the residential appreance, so later if someone buys the property they <br /> can use it as a residence. Freestanding sign would not be a visible because of the trees, <br /> so to be able to keep the trees she wants to put the signs on each of the front corners of <br /> the property. <br /> • Mr. Barry asked how many parking spaces were available, she said right now there were <br /> nine spaces with three more spaces in the future.
