• Improvements would be needed. With no more questions a motion was made by <br /> Commissioner McGuire to approve the 2 lot minor plat., the motion was seconded. The <br /> motion was passed 5-0 with none opposed. <br /> At this time Holloway and Associates brought a rezone before the Commission for TOA <br /> USA. LLC. The property in question is 8 tenths of acre fronting on Bridge Street near the <br /> intersection of Bridge and Landersdale and east of Bridgemor. They are asking for a <br /> rezone from Ag to R-3. TOA is requesting this rezone to build a 4 PLEX to house out of <br /> the country Engineers. Mr. Holloway said that since Mooresville does not have quality <br /> rental properties, TOA would like to build a nice building close to the plant to house <br /> there engineers when they are here. Mr. Holloway showed a picture of the building that is <br /> proposed. The building will be masonry; it would be earthquake proof and hurricane <br /> proof. Commissioner McGuire asked if they were going to build something, why not <br /> something that would be just like the existing development (Bridgemor). There was <br /> question about the density. Mr. Holloway said that the density would be one half of the <br /> Bridgemor project. Mr. Currens said that the question before the Commission was the <br /> rezone and that they would not have say about what was built after the rezone. The <br /> highest and best use for that ground is the issue. Commissioner Brown said that he knows <br /> that they are to look at this for best use, but he feels that the commission needs to look at <br /> the fairness to everyone involved as will as the best use of the land. Bill Debois 103 <br /> Bridgemor Lane came forward to express concerns of a number of residents that live in <br /> Bridgemor. Mr. Debois said that he had talked to about half of the property owners, their <br /> • concern is the impact and value of their properties. Joe Beikman said that he would not <br /> have a problem with a 4-plex going in as long as it would be compatible with Bridgemor, <br /> and maybe trying a PUD would be the way to go. Mr. Holloway asked for a vote at this <br /> time. Chairman Young brought up the fact that the section of Bridge St. in front of the <br /> land in question is not dedicated to the town or county. This question will be investigated <br /> and proper action will be taken. A motion was made by Commissioner McGuire for an <br /> unfavorable recommendation to the Town Council, for this rezone. Motion seconded by <br /> Commissioner Berwick, the vote 4-1 with Commissioner Brown voting no. opposed. <br /> Mr. Holloway returned for a final plat for Meadow Lake Block E eight lots 2 units each <br /> of four. These lots will be owned by the resident, all maintenance including the streets <br /> will be done by the Home Owners Association. The ownership of land goes to the middle <br /> of the road. Commissioner McGuire ask why they put a big white fence between <br /> the assisted living and these units. Mr. Holloway said that he was told it was to keep <br /> people from looking into the windows from one to the other. With no other questions <br /> Commissioner McGuire moved to accept the final plat for Meadow Lake ,Block E the <br /> second came from Commissioner Ehrhart. The motion carried 5-0 with none opposed. <br /> Joe Beikman brought up the Pool that was supposed to be built along with a park and <br /> Community Building., which was to be done when a percentage of the homes were built <br /> in The Commons. The Community Building, Park and Tennis Court have been built. <br /> Some residents have called Mr. Beikman with the complaint that the builders have now <br /> 0 said, that they aren't building the pool. Mr. Beikman feels they should comply with their <br /> comments.
