MOORESVILLE PLAN MINUTES COMMISSION <br /> 10 THURSDAY, MARCH 24, 2005, 6:00 P.M. <br /> The Mooresville Plan Commission met on Thursday, March 24, 2005, at 6:00 P.M. at the <br /> Mooresville Town Hall. <br /> Commission members present were: Chairman, Mike Young, Darrell Brown, Robert <br /> Corbin, John Ehrhart,Jim Logan, Charles Berwick and Troy Bryant. Town Attorney, <br /> Tim Currens was present. <br /> A motion was made by Commissioner Ehrhart, second by Commissioner Corbin, to <br /> approve the minutes of the February 24, 2005 meeting. Motion carried 6-0. <br /> The first item on the agenda was Holloway Engineering,representing Robert&Mary <br /> Bingham, seeking a rezone at 114 E. High Street. The original petition stated that the <br /> rezone was from B-1 to I-1,however, Mr. Holloway stated that the property is actually <br /> zoned R-1 at present and after some in-depth discussion with Mr. Bingham they have <br /> decided that they would like to amend the petition to ask for a rezone to B-2 instead of!- <br /> 1. The areas to the east of the lot have extensive I-2 zoning, with I-1 zoning across the <br /> street and around the railroad. There is a B-1 use at the lot directly to the west of this lot. <br /> Mr. Holloway stated that it doesn't make any sense to have a residential zoning between <br /> • a B-1 and I-2. Mr. Bingham is proposing building a 4800 square feet building with a <br /> couple retail businesses in front and some personal storage and storage for the businesses <br /> in the back. Mr. and Mrs. Walls of 81 Sunbury Drive, who own a rental home next to the <br /> lot were present and wanted to know what Mr. Bingham had planned for the property and <br /> how close to the property line it would be. They wanted to know if he was putting <br /> another carwash on that lot. Mr. Bingham stated that they haven't designed the building <br /> yet but the requirement is that the building be at least ten feet off the property line. He <br /> also stated that the carwash would go on the lot that is currently the Speedway Auto Parts <br /> store. They were also concerned with the increase in traffic because there are young <br /> children living in their rental home. Ross Holloway stated that although the traffic will <br /> increase some since the property is currently a residence, it will certainly be less with a <br /> retail shop there than it would be if it were a carwash. <br /> A motion to favorably recommend to the Town Council the rezone of 114 E. High Street <br /> from R-1 to B-2 was made by Commissioner Brown, second by Commissioner Logan. <br /> Motion carried 6-0. Commissioner Bryant arrived after the vote was taken. <br /> The next item on the agenda was the Field Site Ordinance. Attorney, Tim Currens said <br /> that we are still waiting on a comment from the County, so there was no discussion. <br /> In other business, Commissioner Ehrhart told the Commission that he had recently been <br /> contacted by a resident of Heartland Crossing concerning a home being built in the <br /> • Hanson and Horn area that does not have any masonry. Attorney, Tim Currens asked <br /> Building Inspector,Joe Beikman to address the issue because he knew Joe had looked at <br />
