MINUTES OF THE MOORESVILLE BOARD OF ZONING APPEALS <br /> <br /> The Mooresville Board of Zoning Appeals met at its regularly scheduled <br />meeting the 17th day of April, 1985 at the Mooresville Town Hall. Present were <br />Chairman, Steve Oschman, Paul Walters, Wendell Thaler, Tilford Bailey, and Warren <br />Franklin. The Board's Attorney, Timothy C. Currens was also present. Chairman <br />Osehman determined that there was a quorum present and opened the meeting. The <br />minutes of the prior meeting were approved as read. <br /> <br /> The Board then proceeded to the first item on the agenda, Docket No. 1-1985, <br />filed by Michele H. Hardy who resides at 209 Bishop Avenue, Mooresville, Indiana, <br />who was requesting a variance for a small business pet grooming shop. Mrs. Hardy <br />was present to present her petition. The Board's Attorney advised that the notices <br />were in order. Mrs. Hardy then proceeded to state that she had groomed animals <br />for friends over several years and that the business had begun to expand. She <br />advised that she didn't intend to change the dwelling structurally. Also, she <br />stated that she did advertise and had a sign which was similar to the size of <br />a real estate "For Sale" sign. In addition, she stated she had approximately <br /> <br />40 clients with no outside kennels. Parking would be provided in the front area <br />which had gravel and that there would be very little traffic. Currently she <br />stated there was room for 5 cars with none of the clientele staying very long. <br /> <br /> The Board then opened up the meeting to remonstrators. Charles Gunnell <br /> <br />of 211 Bishop Avenue was present. Mr. Gunnell stated that he was a neighbor and <br />was against the variance. Mr. Gunnell stated that some of the petitioner's <br />customers use his driveway for a turn around and in the winter this is a problem. <br />He also stated that the business creates a strong smell. Lastly, he stated that <br />this was a residential area and he wanted to leave this area residential and not <br />business. He also stated that there were certain things piled up in the yard <br />that left a smell to which the petitioner responded that it was from fish that <br /> <br /> <br />
