REDEVELOPMENT COMMISSION MINUTES <br /> TOWN OF MOORESVILLE <br /> MAY 1, 2014 <br /> Redevelopment members present: Chairman Harold Gutzwiller,Tim Corman, Don Stultz, <br /> George Watkins, Bill Boyd, and school appointed member Mark Meadows. No members <br /> were absent. Town attorney Tim Currens was also present. <br /> A motion was made by Commission Watkins with a second by Commissioner Stultz to <br /> approve minutes of April 3,2014 regular session. Motion carried 5-0. <br /> A motion was made by Commissioner Stultz with a second by Commissioner Watkins to <br /> approve minutes of April 3 Executive Session. Motion carried 5-0. <br /> A motion was made by Commissioner Watkins with a second by Commissioner Stultz to <br /> approve financials as submitted. Motion carried 5-0. <br /> Update on Gateway project: The owners of the property where the little park on Citizens <br /> Bank parking lot requested more information on the parking contract. Traffic Engineering will <br /> charge$2,600.00 to do a parking analysis and Banning Engineering will make sure the <br /> Redevelopment Commission could answer ail the question the bank might have. <br /> A motion was made by Commissioner Watkins with a second by Commissioner Boyd to enter <br /> into a contract with Traffic Engineering and make Harold signatory. Motion carried 5-0. <br /> Southbridge update: There are maintenance issues with one of the big lamps. There is a <br /> meeting next week with Teresa from CBRE about a business that has a serious interest in <br /> leasing one of the space. This business had looked at other towns and chose Mooresville. <br /> Old Business: In the commission's packet was a letter from Banning Engineering and a <br /> diagram that goes back to a TOA expansion project. IDGF made a grant to support the <br /> expansion for up t $390,000 to Town of Mooresville for a road extension along Indy Tractor. <br /> The estimated cost is$780,000 to over a million dollars. There will be a wider crossover with <br /> deceleration and acceleration lanes. The commission needs to talk with the town council <br /> about the use of their land that is involved. The commission thinks this is a two year grant. <br /> Jason Semler, Umbaugh &Assoc., gave the annual report and reported on new legislation. <br /> Now TIF areas end in 2025 and if the commission can cover their obligations 200%the do not <br /> need to go to The Town Council, but if the commission can't they have to go to the Town <br /> Council for recommendations. The annual report is on view in the Clerk-Treasurer's office. <br /> i Bonding Process: It takes three or four months to go thru the bonding process. Jason said he <br /> thinks it is a long wait to get a bond anticipation notice and there is a lot of engineering costs <br />
