Mooresville Metropolitan Board of Police Commissioners Police Department Sue Kays Larry Bryant Steve Fitzpatrick MOORESVILLE POLICE COMMISSION MINUTES These are the Minutes of the regularly scheduled meeting of the Mooresville Police Commission held at the Mooresville Town Hall on July 17, 2014. MEMBERS PRESENT: Sue Kays, Steve Fitzpatrick, Larry Bryant ALSO PRESENT: Captain Richard Allen, Amanda Camell, George Watkins, Matt McDaniel, David McDaniel, Amy Hillenbcrg The meeting was called to order at 6:00 PM. The Pledge of Allegiance was given. Larry Bryant made a motion to accept April s minutes. Steve Fitzpatrick seconded. No discussion. Motion passed unanimously. Captain Allen updated the Police Commission on the status of the new patrol rifles and would be updating the SOP to present to the Commissioners. Captain Allen updated that Police Commission on the status of the SWAT officers and the upcoming K-9 program. Captain Allen advised the Police Commission that he had turned his budget in for the upcoming year to be reviewed by the Mooresville Town Board. Captain Allen staled that he included the SWAT and K-9 programs, new SUV's and raises for all his employees as well as a 5% increase over this year's budget. Captain Allen advised that he was working with the Town Hall to hire new school crossing guards. Captain Allen also advised that he had hired a part time dispatcher and that she was currently in training.Captain Allen stated that she comes with many years experience as an ISP dispatcher. Captain Allen advised that Old Settlers is coming up and that there would not be an annual inspection. Captain Allen stated that the shift Sergeants are doing an excellent job with the monthly inspections and felt like the annual was not necessary after speaking with the three Lieutenants. Captain Allen updated that Police Commission on the status of the property room, Sgt Pugh, Spillman and the upcoming self-defense seminar. After speaking briefly, Steve Fitzpatrick made a motion to promote Captain Allen to Chief of Police. Larry Bryant seconded.No discussion. Motion passed unanimously. The Police Commission and Attorney Charlie Braun spoke briefly about the Mooresville Town Ordinances and the current Indiana State Laws that govern the hiring of a police chief, Charlie stated that the Police Commission appoints the candidate for Chief of Police and that the Town Board approves.
