The MRC's policy of using TIP revenues to <br /> reduce monthly sewer bills,therefore,results in a substantial reduction in the operating <br /> costs of schools. <br /> 1'ransporiation Inf astmeture&Gateway Enhancements <br /> The MRC has often advocated projects to improve local transportation infrastructure, <br /> especially with regard to SR67,which constitutes Mooresville's primary business <br /> corridor. The MRC is considering adding"gateway"enhancements which would serve <br /> to visually identify Mooresville to vehicles and visitors along SR67. This interest in <br /> "gateway"identification is consistent with previous successes of other communities <br /> which have successfully reinforced community identity with"gateway"identification, <br /> including: <br /> • The Tony Hulman Memorial Way(Speedway,IN); <br /> • Cannel Arts&Design District(Carmel,IN); <br /> • Keystone Parkway Enhancement(Carmel,IN); <br /> • 165 Bridge enhancement(Columbus,IN); <br /> • SR13 Corridor improvements(Mooresville,IN); <br /> • Emerson Avenue Improvements(Beech Grove,IN); <br /> • Super Bowl Village Georgia Street Enhancements(Indianapolis,IN); <br /> • Monument Circle Improvements(Indianapolis,IN); <br /> • Cultural Trail&Mass Ave Corridor Enhancements(Indianapolis, IN); <br /> • And others which have investigated or are investigating the creation of community <br /> gateways. <br /> The purpose of these`gateways' is to create a point of visual architectural interest which <br /> identifies the community,and which visually designates the points at which the <br /> community is entered and exited. These`gateways'are generally considered to give <br /> communities a specific and distinct identity which enhances the public image of the <br /> community. Such public image enhancements contribute to economic development <br /> success in both expansion of existing industries and the attraction of new industries. <br /> The MRC is considering potential`gateway'enhancements for SR67 as the main <br /> commercial/industrial corridor of Mooresville. This ED Project would require:a <br /> partnership with INDOT to include the`gateway'enhancements'as part of future <br /> upgrades to SR67. <br /> In addition to`gateway' considerations,the MRC seeks to consider projects on <br /> `secondary' corridors serving the ED/RD Areas as opportunities to increase/enhance <br /> transportation service.
