Plan Commission Minutes <br />Thursday September 24th, 2015 <br />Members Present: Mike Young, Jeff Dieterelen, Perry King, Bill Colbert, Virginia Perry <br />and town attorney Tim Currens. <br />Mike Young called the meeting to order, and called for a motion on the previous minutes. <br />A motion was made to approve the minutes, seconded and passed unanimously. <br />Ross Hollway submitted a request to have the previously continued rezone @ Indiana & <br />Main St once again continued to the October meeting, this will allow additional time to <br />address citizen, local businesses concerns. Jeff Dieterlen made to continue, Bill Colbert <br />seconded and passed 5 -0. <br />A sign amendment / garage sale / nuisance ordinance was presented to the plan <br />commission for review and recommendation to the Town Council. Mike Young called <br />for any questions; an audience member stated that a neighbor has had sales for 6 weeks <br />long, Mike Young read the section of the ordinance that related to garage sale length, the <br />audience member questioned enforcement. Tim Currens stated that the approval of this <br />ordinance was step one. A motion was made to recommend to the Town Council, <br />seconded and passed. <br />Next item on the agenda is a Declaratory Resolution for Amendment to the town <br />Economic Development Plan and Redevelopment Plan. Rod Bray, representing the <br />Mooresville Redevelopment Commission spoke, the plan presented includes <br />consolidation of areas, new parcels and encompasses open areas for quick action in the <br />future. Mike Young called for questions; Jeff Dieterlen asked why some areas are not <br />included, such as the now vacant Marsh building. Rob Bray asked that Harold Gutzweiler <br />address that, Harold responded that it was existing infrastiucture with working businesses <br />in that area and did not need to be addressed at this time. Mike Young called for <br />additional questions, none were asked. Tim Currens stated that it was the Plan <br />Commissions job to determine if the plan was within the Mooresville's Master Plan. No <br />motion was made, Tim Currens said that if it were not determined to be within the Master <br />Plan a vote to deny should be made. Rob Bray stated that other bodies would have the <br />chance to address concerns and questions; this was just the first step in the process. Bill <br />Colbert made a motion to recommend to Town Council, Jeff Dieterlen seconded and <br />motion passed. <br />6 <br />Dennis Nail, of the Building Department presented information once again, on the <br />possibility of updating the ordinance book and the bidding vendors.
