A property owner of 55 acres, adjacent on Carrol Lane spoke on behalf or in <br />favor of the Perry's and the barn. He recently received a letter of concern, <br />however he speaks of having attended an event at the barn, all activities went <br />well, he prefers an occasional wedding than that of a stone crushing company or <br />worse items that are allowable under agricultural zoning. <br />With no other individuals speaking in favor the floor was opened to those <br />opposing. <br />Denise @ 10967 N. Rooker Rd handed out a packet (see attached). Denise went <br />through the packet point by point, expressing concerns for agritourism, effects <br />on the environment for parking on grass, the fact that it is not peaceful in the <br />neighborhood during events, she discusses concerns of the actual acreage in <br />question as the property has been divided. Denise discusses that the family is <br />leasing acreage and it is not a family working farm and the barn is used for <br />storage. She states that the application process is an attempt for the Perry family <br />to get what they want, to be allowed to run an income gaining business under an <br />improper zoning. She addresses water runoff, pooling and the deterioration of <br />the neighboring fences, and even the road, caused by the barn. Denise tells the <br />Board and audience that a web site link from Jonathon Byrd's cafeteria and <br />` Milkhouse illustrates that the barn is already taking reservations. Denise then <br />gives some rough financial figures to demonstrate that the amount of income <br />brought in by the barn rental even 12 — 15 times a year is far greater than any <br />amount of income gained from crops there for this should not be an allowable <br />special exception. <br />Mr. Mason of N. Rooker Rd spoke; he lives across the street from the barn. He <br />has public safety concerns, he tells while the road is generally straight there is a <br />dip and curve at the ends, with limited visibility due to trees in some areas. It is <br />barely 2 lanes and has no shoulder, it doesn't even have stripes and there are <br />approximately 50 neighboring homes. Mr. Mason was previously a wedding <br />photographer and does not typically think, of wedding as being "dry" events, in <br />that people will be drinking alcohol and could leave inebriated. The location is <br />in a buffer zone so the Mooresville Police cannot respond and Morgan County <br />is a distance away so can't or doesn't respond quickly. He also discusses noise, <br />yes the barn is 600 feet away, but sits atop a small mound with no barriers and <br />the sounds do carry. <br />D. Carr, their back window looks at the barn, she lives in the subdivision, she <br />does not think, that Rooker Rd can handle the additional traffic on event nights <br />
