Plan Comrnission Minutes <br />Wednesday April 27tt', 2016 <br />Members present: Mike Young, Tammy VanHook, Perry King, Brian Anderson, <br />Jeff Dieterlen and town attorney Tim Curren. <br />Mike Young called the meeting to order and then called for a motion on the March <br />minutes, Jeff Dieterlen made a motion to accept the minutes, the motion was <br />seconded and passed unanimously. <br />Chelsey Manns represented the RDC in presenting the EDC Consolidated Plan <br />2015 expansion plan amendment. Chelsey gave a brief overview of the changes <br />described in the document presented. Mrs. Manns spoke of the conversations being <br />had between RDC and CVS about the possibility of a small section of land <br />purchase to build a turn lane coming out of Southbridge. She discussed the <br />discussions between the RDC and the Town Council regarding the RDC's <br />assistance in remodeling costs of a police station, should a building in the TIF <br />district be purchased. Chelsey spoke that there are other land / property purchases <br />' being considered. Jeff Dieterlen and Virginia Perry questioned the wording of the <br />amendment, the vagueness or broadness of what properties are being sought and <br />what reconstruction incentives are being offered, how they differ from one <br />individual business to the next. Chelsey stated that the broad statements prevented <br />the RDC from having to come before the Plan Commission later for additional <br />statements. Jeff Dieterelen again questioned the properties being sought for <br />purchase. Tammy VanHook asked if in the original Consolidation Plan if a list of <br />properties existed, Chelsey confirmed yes. Jeff Dieterlen gave the empty Marsh as <br />an example of a property that could use assistance, Virginia Perry agreed that was <br />a good prime example; that if that were purchased for the Police Department would <br />the RDC continue to assist in renovations. Mrs. Manns explained that the empty <br />building, previously a Marsh, at Town Center was not in the TIF district, this <br />would prevent the RDC from assisting. Jeff Dieterlen and Virginia Perry continued <br />to express concerns with broad statements in the amendment proposal. Chelsey <br />Manns again stated that specific statements then limit the possibilities the RDC can <br />help, this is why broad statements are used. A continuance was called for; the <br />motion was seconded and passed. Chelsey will bring a revised statement to the <br />Tech Review prior to the next month. <br />Tim Bennett, building inspector, gave a report of 40 inspections and 10 permits <br />since the last meeting. <br />
