MOORESVILLE REDEVELOPMENT COMMISSION <br />MINUTES <br />THURSDAY, MARCH 2, 2017 6:OOpm <br />Members present: Harold Gutzwiller, Joe Beikman, Tim Corman and Bill Boyd. Town Attorney, Tim <br />Currens was present. Project Manager Chelsey Manns was present. <br />A motion was made by Commissioner Corman and seconded by Commissioner Boyd to approve the <br />executive session and public meeting minutes from February 2. The motion carried 4-0. A motion was <br />made to appoint Commissioner Boyd as temporary secretary by Commissioner Corman. The motion <br />was seconded by Commissioner Beikman and carried 4-0. <br />Financials were presented by email from the Clerk -Treasurer previously. Commissioner Boyd made the <br />motion to accept the financials as presented. The motion was seconded by Commissioner Beikman and <br />it passed 4-0. Manns noted that in February, accounts 406, 407, 408 and 409 were combined due to the <br />combining of the TIFs. <br />Public Comment No public comment. <br />Southbridge Crossing A proposal to fabricate four new signs for Ivy Tech and Showtime Cinema for both <br />sides of the pylon was presented. The current cinema sign cannot be reused. Three proposals were <br />requested. One company stated they sub out to the other company's quotes were requested. Another <br />company did not reply. A third company, A Sign By Design (ASBD) was presented for a total of <br />$6,189.27. This is due to the deal with Napa and provisions that the Commission had to make to <br />accommodate the Napa sign. Commissioner Corman made the motion to accept the proposal from <br />ASBD as presented. Commissioner Boyd seconded the motion, which carried 4-0. Commissioner <br />Corman asked whether insurance would cover the cinema sign. Attorney Currens said he wasn't sure. <br />Manns stated she wasn't positive but assumed it would not. <br />Manns stated that Napa opened on March 1st. Johnson-Melloh did find a waterline that was just,a few <br />feet from the building, so they could use that line to provide water. <br />Gateway Project Update: <br />Indiana Street: Manns presented renderings of the wayfinding signs for Indiana Street. Manns noted <br />that Town Council President Mathis had reviewed and requested that Town Court was added. Manns <br />also asked if there would be a desire to add a sixth sign to the east side of Indiana on Main Street <br />heading westbound. She shared that she had reached out to Celebrate Mooresville to see if they may <br />have enough grant money remaining to fabricate the additional sign. Commissioner Beikman stated he <br />would rather them use the funds outside of the TIF districts. After some discussion, the Commission <br />agreed to add an additional sign to the east side of Indiana along Main Street. <br />Manns presented Proposal Request #1 (PR1) for $14,674.00 from Schutt-Lookabill. This change is <br />required by INDOT at the intersection of Indiana Street and High Street. It includes land striping, <br />detector loops and signal configuration. Commissioner Boyd made the motion to approve PRI as <br />presented. Commissioner Beikman seconded the motion, which carried 4-0. <br />
