New Business: Attorney Steuerwald presented a Legal Counsel Engagement Letter regarding Real <br />Estate Services with Don Williams of Barnes and Thornburg. Attorney Williams is a real estate attorney. <br />Anytime the RDC would need legal counsel outside of Attorney Steuerwald's purview as it pertains to <br />real estate, the RDC would engage the services of Attorney Williams at the rate of $580/hour. <br />Commissioner Corman made the motion to approve the legal counsel engagement letter as provided <br />making Commissioner Gutzwiller signatory. Commissioner Beikman seconded the motion. Dr. Moore <br />commended the RDC on their decision to move forward with such legal counsel. The motion carried 4- <br />0. <br />The written portion of the TIF Management Report was emailed to the members previously. Manns <br />prepared the report while the Clerk -Treasurer's office prepares the supporting documents. <br />Commissioner Corman approved the report as presented. Commissioner Stultz seconded the motion, <br />which carried 4-0. <br />A Right of Entry agreement was provided which includes Resolution 2018-3*. This agreement would <br />allow the RDC to enter into an agreement with a specific property owner for the purpose of performing <br />due -diligence to gage the interest in moving forward with this property for economic development <br />benefits. Commissioner Beikman made the motion to approve Resolution 2018-3 as presented. <br />Commissioner Stultz seconded the motion which carried 4-0. <br />Manns requested the RDC approve a contract with Banning Engineering for an amount not to exceed <br />$20,000 to perform the due -diligence discussed in the Right of Entry agreement. Commissioner Corman <br />made the motion to approve Manns request, naming Commissioner Gutzwiller signatory. Commissioner <br />Beikman seconded the motion which carried 4-0. <br />Legal Update: No update. <br />Economic Development/Projects Update: Manns has obtained the final as-builts for Indiana Street and <br />copies have been provided to the Street Department. She has also been working with the Parks <br />Department on finishing Bicentennial Park. <br />Review of Claims: Claims were presented in the amount of $29,842.71. Commissioner Corman made <br />the motion to approve the claims as presented. Commissioner Stultz seconded the motion, which <br />carried 4-0. <br />For the Good of the Order: Dr. Moore requested the RDC consider hosting a forum or symposium <br />focusing on the creation of a Mission Statement for the RDC. <br />The next meeting date will be Wednesday, May 9, 2018 at 6:OOpm. <br />Commissioner Stultz made the motion to adjourn. <br />*This was stated as Resolution 2018-2 in the meeting, but was actually Resolution 2018-3. <br />Chairman z <br />
