June 19, 2018 1367 <br />The Mooresville Town Council met in regular session on Tuesday, June 19, 2018, at 6:30 P. M. at the <br />Mooresville Government Center. <br />Town Council members present were: Vice -President David Rogers, Joe Beikman, Dustin Stanley, and <br />Mark Mathis. Tom Warthen was absent. Town attorney Mel Daniel was present. <br />David Rogers gave the prayer. <br />A motion was made by Councilman Beikman with a second by Councilman Stanley to approve minutes <br />of June 5, 2018 meeting. Motion carried 3-0-1 abstention. David Rogers abstained because he was <br />absent at the last meeting. <br />New Business: A road permit for street closing for the Old Settlers Parade using the same route as <br />previous years. A motion was made by Councilman Mathis with a second by Councilman Beikman to <br />approve the permit. Motion carried 4-0. <br />Susie Wysong, 169 Maple Lane, requested a sign for the blind. She has lost her eyesight but she still <br />walks in the neighborhood. A motion was made by Councilman Mathis with a second by Councilman <br />Stanley to approve the sign. Motion carried 4-0. <br />Vice -President Rogers opened the Public Hearing for tax abatement for Flo -Source and MacOwen Real <br />Estate. There were no comments from the audience and no comments from the council. A motion was <br />made by Councilman Mathis with a second from Councilman Beikman to close the hearing. Motion <br />carried 4-0. <br />A motion was made by Councilman Mathis with a second by Councilman Stanley to approve <br />Confirmatory Resolution #7, 2018, tax abatement for Flo -Source and MacOwen Real Estate. Motion <br />carried 4-0. <br />Kathy Crockett, Fred and Marge Wyttenbach's daughter, wanted to know about the Executive Session <br />and wanted to know if the council had made a decision on their counter offer. Town Attorney Mel <br />Daniel told her there hadn't been an executive session nor would there be one. He also told her he <br />would have a full report at the next council meeting. Kathy and her sister, Laurie Patel, then handed out <br />copies of the two copies:of the escrow agreement declaring it was a falsification. Kathy then asked for a <br />recusal of Joe Beikman's vote and asked for a motion to accept the counter offer. There was silence no <br />motion was forthcoming. <br />Councilman Beikman brought up the purchase of a camera to stream all town meetings live on <br />television. The purchase price.is $1,740.00 plus a $10 a month charge. A motion was made by <br />Councilman Beikman with a second by Councilman Mathis to purchase and make Councilman <br />Rogers signatory. Motion carried 4-0. <br />Department Head reports: Animal Control, Mark Taylor, reported 40 calls, 10 impounds, and 5 returns. <br />Police, Chief Allen, reported: 92 arrests, 337 incidents, 434 warnings, 207 citations, and 48 accidents. <br />Public Comments: Dawn Reynolds, South Street, asked about Park benches. She said businesses would <br />be able to donate or buy new ones. Council Vice -President Rogers told her that was a Park project and <br />she needed to contact them. <br />A motion was made by Councilman Beikman with a second by Councilman Stanley to approve payment <br />of claims in the amount of $656,359.06. Motion carried 4-0. <br />There being no further business to come before the council at this time a motion was made by <br />Councilman Mathis with a second by Councilman Stanley to adjourn the meeting. Motion carried 4-0. <br />The next regular meeting of the Mooresville Town Council is Tuesday, July 3, 2018, at 6:30 P.
