MOORESVILLE REDEVELOPMENT COMMISSION <br />MINUTES <br />THURSDAY, JULY 5, 2018 6:OOpm <br />Members present: Harold Gutzwiller, Joe Beikman, Tim Corman, Bill Boyd and Don Stultz. <br />Redevelopment Commission Attorney Adam Steuerwald was present. Project Manager Chelsey Manns <br />was present. <br />A motion was made by Commissioner Beikman and seconded by Commissioner Corman to approve the <br />public meeting minutes from June 7th. The motion carried 5-0. <br />Financials were presented by email from the Clerk -Treasurer previously. Commissioner Boyd made the <br />motion to accept the financials as presented. The motion was seconded by Commissioner Stultz and it <br />passed 5-0. <br />Public Comment No public comment. <br />Southbridge Crossing Manns shared that Commissioner Stultz had mentioned the stop signs were <br />missing on Southbridge Street. Manns has asked the Town of Mooresville Public Works Department to <br />assist in the replacement of the signs. <br />Several offers have been made regarding the sale of Southbridge Crossing. Manns asked that the RDC <br />grant Commissioner Gutzwiller signatory for non-binding Purchase Offers. A final Purchase Agreement <br />will be provided to the RDC for final approval prior to the sale of the property. Commissioner Boyd <br />made the motion to appoint Commissioner Gutzwiller signatory on non-binding Purchas Offers for <br />Southbridge Crossing with the understanding that a final Purchase Agreement will come before the RDC <br />for approval prior to the sale of the property. Commissioner Stultz seconded the motion, which carried <br />5-0. <br />Gateway Project Update: <br />Bicentennial Park: Manns presented the RDC with the substantial completion for Bicentennial Park. She <br />noted that they are still awaiting replacement of the lights in the seat wall. Commissioner Corman made <br />the motion to approve the substantial completion of Bicentennial Park, naming Commissioner Gutzwiller <br />signatory. Commissioner Beikman seconded the motion, which carried 5-0. <br />High Street: Manns presented a contract for services from Banning Engineering for the INDOT's High <br />Street project. It is a hourly not to exceed contract for $15,000 to act as the Town's engineer for the <br />project. She stated that she has spoken with Councilman Mathis and Superintendent of Public Works <br />Dave Moore who are supportive of the contract. Commissioner Corman made the motion to approve <br />the contract as presented. Commissioner Beikman seconded the motion, which carried 5-0. <br />Manns stated that INDOT will be hosting a public open house on Wednesday, July 25' from 6:00-7:00 to <br />introduce the public to the High Street project. This is an INDOT project in cooperation with the Town of <br />Mooresville. There will not be a formal presentation but INDOT representatives will be available to <br />discuss the project and answer questions. Post cards will also be sent out on behalf of INDOT. <br />
