MOORESVILLE REDEVELOPMENT COMMISSION <br />MINUTES <br />THURSDAY, AUGUST 2, 2018 6:OOpm <br />Members present: Harold Gutzwiller, Joe Beikman, Tim Corman and Don Stultz. School representative <br />Dr. Larry Moore was present. Redevelopment Commission Attorney Adam Steuerwald was present. <br />Project Manager Chelsey Manns was present. <br />A motion was made by Commissioner Beikman and seconded by Commissioner Stultz to approve the <br />executive session and public meeting minutes from July Sth. Manns noted that Dr. Moore asked the <br />Mooresville Consolidated School Corporation be added to the list to thank for the Redevelopment <br />Association of Indiana site tour, as they had been mentioned during the meeting but that was not <br />reflected in the minutes. The motion carried 4-0. <br />Financials were not sent prior to the meeting by the Clerk -Treasurer so approvals were tabled. <br />Public Comment No public comment. <br />Southbridge Crossing — Attorney Steuerwald presented Resolution 2018-5, which gives Commissioner <br />Gutzwiller the authority to enter into a Purchase and Sales Agreement (PSA) in which the purchase price <br />is greater than $2.45M. Any PSA would still be reviewed by legal counsel, but the resolution expedites <br />the sales process. Any PSA would be presented at the following month's meeting and ratified by the <br />Commission. Commissioner Corman made the motion to approve Resolution 2018-5. Commissioner <br />Stultz seconded the motion which carried 4-0. <br />Gateway Project Update: <br />Bicentennial Park: Manns shared that all landscaping punch work has been completed as well as new <br />mulch added. It's her understanding the only outstanding item is waiting on the two lights within the <br />flame structure to be resent and replaced. <br />High Street: Manns shared the INDOT Open House was well attended. She asked the RDC consider <br />proposals from Crawford, Murphy & Tilly (INDOTs design engineer) in regards to lighting along the <br />project. The RDC agreed to receive proposals. <br />Old Business: Attorney Steuerwald presented the RDC with Resolution 2018-6, which extends the <br />previous Right of Entry agreement with Mr. Eugene Pauley through November 2nd. It also provides an <br />additional $10,000 to be spent on due diligence items. Commissioner Beikman approved the Resolution <br />as presented. Commissioner Corman seconded the motion, which carried 4-0. <br />Manns presented Change Order (CO1) for Banning Engineering to perform additional due -diligence in <br />regards to water and sewer capacities for the Pauley property. Commissioner Corman made the motion <br />to approve COI as presented. Commissioner Stultz seconded the motion, which carried 4-0. <br />New Business: No new business. <br />Legal Update: No legal update. <br />
