MOORESVILLE REDEVELOPMENT COMMISSION <br />MINUTES <br />THURSDAY, SEPTEMBER 6, 2018 6:OOpm <br />Members present: Harold Gutzwiller, Joe Beikman and Don Stultz. School representative Dr. Larry <br />Moore was absent. Redevelopment Commission Attorney Adam Steuerwald was present. Project <br />Manager Chelsey Manns was present. <br />A motion was made by Commissioner Beikman and seconded by Commissioner Stultz to approve the <br />executive session and public meeting minutes from August 2nd. The motion carried 3-0. <br />A motion was made by Commissioner Stultz and seconded by Commissioner Beikman to accept the <br />financial report as presented. Manns noted the 2014 Gateway Bond as well as the SRF Sewer Bond <br />payments were made in July ($321,203.13 and $150,000 respectively). They did not appear on a RDC <br />docket but because of the timing of meetings and the due dates, they were presented on a Town <br />Council docket. They were paid from RDC funds. The motion carried 3-0. <br />Public Comment No public comment. <br />Southbridge Crossing— Manns shared she had received bids for asphalt repairs for Southbridge Crossing <br />to address the roughly one dozen spots that need attention. Previously, Wallace had provided her a <br />quote of $35,150.00. She requested quotes from Wallace, E&B Paving, Grady Brothers and Harding <br />Group. The Harding Group was the only one to submit a new bid for $11,669.00. Commissioner <br />Beikman made the motion to approve the bid as presented making Commissioner Gutzwiller signatory. <br />Commissioner Stultz seconded the motion, which carried 3-0. <br />Regarding the sale of Southbridge, Manns stated they are still negotiating with potential buyers. <br />Gateway Project Update: <br />Bicentennial Park: Manns shared she had been made aware of some issues when axillary speakers were <br />plugged into the existing speakers at Bicentennial Park. That has been addressed. ESL Spectrum will be <br />bringing a new booster on September 11" and addressing additional lighting issues at that time. <br />Commissioner Beikman noted the 'M' on the north gateway sign is out. <br />Indiana Street: Manns will be meeting on Monday, September 10t" with Earth Images to do a walk- <br />through for the plantings which are still under warranty. <br />High Street: Manns presented a lighting proposal from Crawford, Murphy & Tilly (INDOTs design <br />engineer) in regard to lighting from Lockerbie Street to South Street along the High Street project in the <br />amount of $17,000. Commissioner Beikman made the motion to approve the proposal as presented. <br />Commissioner Stultz seconded the motion, which carried 3-0. <br />INDOT had afield meeting and Banning Engineering was present to represent the Town. Banning, Town <br />of Mooresville representatives and Manns met for a debrief after the meeting. <br />
