Plan Commission Minutes
Thursday September 27`x', 2018
Members present: Tammy VanHook, Dave Moore, Dennis Chambers, Jeff
Dieterlen, Mike Young, Joe Beiknan, Robert Alumbaugh, Perry King and
town attorney Mel Daniel.
Mike Young called the meeting to order then called for a motion on the
previous minutes, Robert Alumbaugh motioned to approve the minutes as
presented, Dave Moore seconded the motion and the minutes were accepted
unanimously. Tammy VanHook then noted that the developer availability
fees had been paid in advance for section 3 at Villages of Eastmoor rather
than individually as lots were sold or developed as discussed at the previous
meeting.
Mike Young opted to hear public comments and or questions not related to
the UDO first. Ross Holloway presented the final plat for section 3 of Collett
Acres, which Mr. Swinney is selling and the new owners would like to
rename Hadley Corner. The only change besides the name is the shift of a lot
line between lots 104 and 105 for allowances of a water line to the Hill
Water water tower. When no questions or concerns were expressed Dave
Moore made a motion to approve the changes and plat, Tammy VanHook
seconded that motion and the motion passed unanimously.
Next item is the continued discussion of a business being run out of a
residence at 467 E. Cedar Cit. The neighbors have concerns and complaints.
Mel Daniel questioned the existence of an HOA, Mike Young asked if other
residences in the neighborhood had any businesses being run out of them,
Dave Moore and Tim Bennett stated after looking into the property it is
zoned Agricultural and the business in question is an allowable use, the Plan
Commission need take no action.
The Plan Commission then began the public work session of the presented
draft of the UDO (Uniform Development Ordinance). Debbie Luzier of
GRW, writer of the new UDO was present to assist with concerns and
questions. When the work session was complete Debbie stated she would
send a revised copy to Tammy VanHook. Tammy will pass along a copy to
all members as well as provide the Clerk Treasurer's office a copy for public
viewing prior to the public hearing.
