September 18, 2018 <br />The Mooresville Town Council met in regular session on Tuesday, September 18, 2018, at 6:30 P. M. at <br />the Mooresville Government Center. <br />Town Council members present were: President Tom Warthen, Vice -President David Rogers, Joe <br />Beikman, Dustin Stanley, and Mark Mathis. No council members were absent. Attorney Mel Daniels <br />was not present. <br />Mark Mathis gave the invocation. <br />A motion was made by Councilman Rogers and a second by Councilman Beikman to approve the <br />minutes with two changes. Motion carried 5-0. <br />Council President Warthen opened the meeting with the Public Hearing forthe 2019 Budget Pre - <br />adoption. There were no comments from the audience orthe council. A motion was made by <br />Councilman Mathis with a second by Councilman Stanley to close the Public Hearing. Motion carried 5- <br />0. <br />A motion was made by Councilman Mathis with a second by Councilman Stanley to approve paving in <br />the park of walking trails for $47,300 to Wallace Paving from Food and Beverage. Motion carried 5-0. <br />Brent Callahan, Park Superintendent, announced this Saturday night will be the last concert of the <br />season and the first movie sponsored by Orchard Country Store. <br />Councilman Mathis reported he is meeting with Chris to get prices to rename the Government Center. <br />A motion was made by Councilman Mathis with a second by Councilman Rogers to get a contract for <br />cameras, cabling, doors, and door locks in the Town Hall and Wastewater plant going to the dispatch. <br />Town Hall and Wastewater will be paid from Wastewater Improvement Fund. Motion carried 5-0. <br />A motion was made by Councilman Rogers with a second by Councilman Beikman to approve a Police <br />Department console and police and fire radios setting up a lease at 0 down and 10 yearly payments of <br />$91,725.05 at a total of $715,905.04 and furniture $43,593.13 for new Police station from CCD. Motion <br />carried 5-0. <br />A motion was made by Councilman Rogers with a second by Councilman Mathis to approve new <br />computers and monitors not to exceed $11,000.00 for the Town Hall and Court paid from CCD plus <br />turnout gear for fire department paid from CCD in the amount of $28,920.00. Motion carried 5-0. <br />Dave Moore, Street Superintendent, reported Bobcat had let them use a skid steer most of the summer <br />and now they want it back or purchased. A motion was made by Councilman Rogers with a second by <br />Councilman Beikman to approve purchase of the skid steer from Bobcat for $57,251 from Food and <br />Beverage. <br />Danny Allen -Police Report: 382 calls, 295 arrests, 40 accidents, 185 overtime, and 130 comp time. <br />Tim Medsker, Fire Chief, six fires and 120 EMT calls. Tim reported the fire was able to get an <br />amendment to the Grant. It is a FEMA Safer Grant for 3 firemen at $694,323. <br />Mike Dillenger, Morgan County Economic Development, reported the 1-69 project will have an impact on <br />Mooresville in the future. Sun Polymers is thinking about expanding and if so there may be a request for <br />an abatement. <br />Council President Warthen asked for a consensus from the council to have HNTB do the demolition, <br />engineering, and replacing of a final clarifier. Council' consensus is to us HNTB because they are already <br />on an on call contract. <br />Mark Taylor, Animal Control, reported 19 calls, 7 impounds, and 5 returns.. <br />No public comments. <br />'f <br />
