Engineering for $1,200 to remedy issues that came up throughout the ALTA process. Commissioner <br />Stultz made the motion to approve the Change Order as presented. Commissioner Stanley seconded <br />the motion, which carried 4-0. <br />Attorney Pittman noted that the RDC needed to authorize Manns the ability to expend funds for <br />emergency repairs for the house located on the Pauley Property at 368 Merriman Road through the <br />duration of their lease, which expires January 311t, 2019. Commissioner Boyd made the motion to <br />authorize Manns to expend $10,000 if needed in emergency funds for repairs to the home located on <br />the Pauley Property. Commissioner Stultz seconded the motion. Commissioner Stanley clarified that <br />this is for the only structure on the Pauley Property. The motion carried 4-0. <br />Commissioner Gutzwiller noted that the RDC received two proposals for the Shell Building from Lauth <br />and Runnebohm. He then recommended the RDC appoint a subcommittee to look at the proposals and <br />interview the two firms. His recommendation included: <br />• Tim Bennett, Building Inspector, Town of Mooresville <br />• Tony Langley, Mt. Olive Manufacturing <br />• Don Stultz, Mooresville Redevelopment Commission <br />• Mike Dellinger, Morgan County Economic Development Corporation <br />• Harold Gutzwiller, Mooresville Redevelopment Commission <br />Commissioner Boyd made the motion to approve the subcommittee as recommended by Commissioner <br />Gutzwiller. Commissioner Stanley seconded the motion, which carried 4-0. <br />Manns presented a proposal from Banning Engineering to assist with the rezoning of the Pauley <br />Property for $4,750. Commissioner Stultz made the motion to approve the contract with Banning <br />Engineering as presented. Commissioner Boyd seconded the motion, which carried 4-0. <br />New Business: Commissioner Gutzwiller presented a proposal from Manns Consulting, LLC for project <br />management services for 2019 in the amount of $43,800 plus expenses. Commissioner Boyd made the <br />motion to approve the contract with Manns Consulting, LLC as presented. Commissioner Stultz <br />seconded the motion, which carried 4-0. <br />Legal Update: Attorney Pittman noted with the upcoming legislative session, they will be keeping the <br />RDC in the loop regarding proposed legislative changes. <br />Economic Development Update: Manns noted that the process for the shell building process is that <br />now that the Request for Proposals (RFPs) have been received, there will be a review period and time <br />for negotiations. At that point, the subcommittee will then make a recommendation to the RDC. They <br />will then hold a public meeting with the appropriate notices posted and may then move forward with a <br />developer. <br />Review of Claims: Claims were presented in the amount of $3,500,607.40. It was noted that included <br />the purchase of the Pauley Property. Commissioner Stultz made the motion to approve the claims as <br />presented. Commissioner Boyd seconded the motion. The motion carried 4-0. <br />For the Good of the order: Commissioner Boyd made the motion to approve the sale of Southbridge <br />Crossing for an amount above $2,000,000 including concessions. He also named Commissioner <br />Gutzwiller signatory. Commissioner Stultz seconded the motion. The motion carried, 4-0. <br />
