The <br />Commission agreed to move forward with pricing. <br />The INDOT High Street replacement project has widened in scope, as INDOT is now doing a total <br />replacement. Manns stated the timing hasn't changed of letting (December 2020) but this has pushed <br />back the next round of public meetings and open houses. <br />Old Business: Manns shared that the Shell Building Subcommittee met twice within the last month to <br />discuss the proposals, interview the two firms who submitted proposals and to discuss next steps. The <br />subcommittee consisted of Commissioner Gutzwiller, Commissioner Stultz, Tim Bennett with the Town <br />of Mooresville, Mike Dellinger of the Morgan County Economic Development Corporation and Tony <br />Langley (who was unable to participate due to health issues). Commissioner Stultz stated that it was the <br />recommendation of the subcommittee to move forward with Runnebohm. The next steps are to hold a <br />public hearing at the March 7" meeting. . <br />New Business: Commissioner Gutzwiller presented a request from the Town Council for $450,000 to <br />use towards the remodel of the police station at 445 South Indiana Street. Commissioner Boyd made <br />the motion to approve the request as presented. Commissioner Stultz seconded the motion, which <br />carried 4-0. <br />Legal Update: No legal update. <br />Economic Development Update: Manns shared the importance of Senate Bill 83 which has passed the <br />Senate and is now in the House. The bill would allow a redevelopment commission to use up to 15% of <br />the property tax proceeds allocated to a redevelopment district in a fiscal year for ongoing maintenance <br />and repair of: (1) public ways; and (2) sewer, central water systems, central sewer systems, roads, <br />sidewalks and levees; that are located in an allocation area that were funded in whole or in part with tax <br />proceeds allocated to the redevelopment district. <br />Review of Claims: Claims were presented in the amount of $506,129.01. Commissioner Stanley made <br />the motion to approve the claims as presented. Commissioner Stultz seconded the motion. The motion <br />carried 4-0. <br />For the Good of the Order: Commissioner Stanley questioned the placement of public comment on the <br />agenda. Commissioner Gutzwiller shared that after some public input, it was suggested by the public to <br />put it at the beginning of the meeting so that a topic that may be voted on could be discussed prior to <br />the vote. Commissioner Stanley requested agendas be placed on the Town website prior to meetings. <br />The next regular meeting will be Thursday, March 7 at 6:OOpm <br />Commissioner Stultz made the motion to adjourn. <br />Chairman <br />
