Danny Lundy also advised that this general rule would take effect concurrently with the Town <br />Council's amendment of the Salary Ordinance to include incentive pay for our officers. The <br />approval of the general rule was unanimous and signed by all police commissioners. <br />Danny Lundy advised that the second general rule that he would like to present to the police <br />commission is Mooresville Police Commission General Rule 2019-02: Police Commission <br />Recognition Program. Danny Lundy stated that this would allow the Police Commission to invite <br />officers to meetings to recognize their dedication of service every 5 years they are with the <br />department. Danny Lundy also stated that other awards or recognition may be presented at the <br />discretion of the commission as they deem fit and appropriate either at a public meeting or at <br />other events. The approval of the general rule was unanimous and signed by all police <br />commissioners. <br />Chief Allen presented the Police Commission with information regarding his accident and the <br />accident review board. Chief Allen advised that there is an accident review board that consists of <br />the Captain and all three Lieutenants. Chief Allen stated that once the review board meets, they <br />present the findings to him and then he addresses it. Chief Allen stated that since he was the one <br />being reviewed by the accident review board, the findings would be presented to the Police <br />Commission for them to address it. <br />All three Police Commissioners reviewed the findings from the Accident Review Board. The <br />Accident Review board determined that Chief Allen did not violate any SOP'S, rules or <br />regulations, policies or procedures. Chief Allen stated that his vehicle is more than likely totaled <br />and because there was an abundance of vehicles in the back parking lot he reissued himself one <br />of the vehicles. Chief Allen stated that there were 5 additional vehicles in the back parking lot. <br />Three of the vehicles were issued to three of the reserve officers to take home and park at their <br />residences. One of the vehicles is being used as a pool car and the detective's vehicle was the <br />one that Chief Allen reissued to himself after the accident. Danny Lundy stated that he reviewed <br />all the accident reports and accident review board findings from the accidents that have occurred <br />while Chief Allen has been in charge. Danny Lundy stated that he found the punishments to be <br />fair and consistent. Danny Lundy recommended that Chief Allen lose use of his police vehicle <br />for 24 hours. Fred Settle seconded and suggested the 24 hours begin on Monday, June 24`' from <br />lam to Tuesday, June 25th at lam. Motion passed unanimously. <br />Danny Lundy advised that the police department had received a written request for documents <br />from a Mooresville Town Board Member. Danny Lundy stated that he spoke with the Police <br />Commission attorney regarding the request and the documents that were being requested. Danny <br />Lundy made a motion to approve the Police Chief to release any accident reports and associated <br />disciplinary action to any Town Council member who follows the appropriate written procedure, <br />as required by the Mooresville Town Council Public Records Request Policy, between now and <br />the next meeting. Danny Lundy also made a motion to waive any of the usual fees associated <br />with obtaining those documents. Fred Settle seconded the motion.
