MOORESVILLE REDEVELOPMENT COMMISSION <br />MINUTES <br />THURSDAY, July 18, 2019 5:15pm <br />Members present: Harold Gutzwiller, Bill Boyd, Don Stultz and Dustin Stanley. School representative Dr. <br />Larry Moore was present. Redevelopment Commission Attorney Adam Steuerwald was present. Project <br />Manager Chelsey Manns was present. <br />A motion was made by Commissioner Stanley and seconded by Commissioner Boyd to approve the <br />executive session and public meeting minutes from June 6`h. The motion passed 3-0-1 with <br />Commissioner Stultz abstaining. <br />Financials were emailed out prior to the meeting by the Clerk -Treasurer. Commissioner Boyd made the <br />motion to approve the monthly financials as presented. Commissioner Stanley seconded the motion, <br />which carried 4-0. <br />Public Comment: No public Comment. <br />Southbridge Crossing: No update. <br />Gateway Project Update: Manns noted she has been working with Brent Callahan at the Parks <br />Department regarding the benches at Bicentennial Park. <br />INDOT did hold its public meeting in June. No other update at this time. <br />Old Business: Resolution 2019-4 was presented to the Commission by Attorney Steuerwald regarding <br />the disposition of the property formerly known as the Pauley Property. Commissioner Stultz made the <br />motion to approve Resolution 2019-4 as presented. Commissioner Stanley seconded the motion, which <br />carried 4-0. <br />Manns introduced Greg Martz of GM Development and Chris King of Runnebohm Construction to <br />further discuss the shell building project. Martz noted he has been in contact with Citizens Bank, Home <br />Bank and First Merchants Bank who each had the following interest rates: <br />First Merchants Bank 3.93% <br />Home Banl<4.50% <br />Citizens Bank 4.99% <br />It was the recommendation of Martz to move forward with First Merchants Bank for the financing of the <br />shell building. Commissioner Stanley made the motion to formerly select First Merchants bank for the <br />financing of the shell building with the terms presented. Commissioner Stultz seconded the motion, <br />which carried 3-0-1 (Commissioner Boyd abstaining). <br />King shared a rendering of the building. <br />New Business: Attorney Steuerwald presented Declaratory Resolution 2019-3 which supports the <br />Expansion of the Economic Development Area and creates a New Allocation Area.
