MOORESVILLE REDEVELOPMENT COMMISSION <br />MINUTES <br />THURSDAY, AUGUST 12, 2019 6:OOpm <br />Members present: Harold Gutzwiller, Bill Boyd, Don Stultz and Dustin Stanley. School representative Dr. <br />Larry Moore was present. Redevelopment Commission Attorney Adam Steuerwald was present. Project <br />Manager Chelsey Manns was present. <br />A motion was made by Commissioner Stultz and seconded by Commissioner Stanley to approve the <br />executive session and public meeting minutes from July 18. The motion passed 4-0. <br />Financials were provided by the Clerk -Treasurer. Commissioner Boyd made the motion to approve the <br />monthly financials as presented. Commissioner Stultz seconded the motion, which carried 4-0. <br />Public Comment: No public Comment. <br />Southbridge Crossing: Commissioner Gutzwiller shared the RDC has sold Southbridge Crossing to <br />Southbridge Crossing Partners, LLC in the amount of $2,060,000.00 on August 8, 2019, <br />Gateway Project Update: Manns noted she has been working with Brent Callahan at the Parks <br />Department regarding the benches at Bicentennial Park and will continue to do so. <br />Manns asked the Commission to consider an additional $80,000 commitment on the High Street project <br />to replace all of the sidewalk on the south side of the street. Currently INDOT is only planning to replace <br />portions of the sidewalk. Commissioner Boyd made the motion to replace the remainder of the <br />sidewalks on the south side of High Street outside of INDOT's scope in an amount not -to -exceed <br />$80,000. Commissioner Stultz seconded the motion, which carried 4-0. <br />Old Business: A Master Infrastructure Design Contract with Banning Engineering was presented in the <br />amount of $69,600 for the Mooresville Industrial Park. This includes the primary plat drawing, master <br />grading and drainage design, new north/south road design and plans, off-site sanitary sewer design and <br />plans, filing and approvals, secondary plat drawing, bidding and negotiation, construction administration <br />and reimbursable expenses. Commissioner Stanley made the motion to approve the contract with <br />Banning Engineering for an amount not -to -exceed $69,600. Commissioner Boyd seconded the motion, <br />which carried 4-0. <br />Attorney Steuerwald presented Resolution 2019-5 regarding the pledge of TIF revenues for the shell <br />building project. Commissioner Stultz made the motion to approve Resolution 2019-5 as presented. <br />Commissioner Stanley seconded the motion, which carried 3-0-1 with Commissioner Boyd abstaining. <br />There was discussion about the previous request from the design committee of the Mooresville Main <br />Street association. Consensus was a lack of interest in supporting the OR codes and to ask the <br />committee to consider veterans banners for Indiana and Main Street. <br />New Business: No new business. <br />Legal Update: Commissioner Stultz made the motion to ratify the sale of Southbridge Crossing in the <br />amount of $2,060,000.00. Commissioner Boyd seconded the motion, which carried 4-0. <br />
