MINUTES FOR THE MOORESVILLE PARK & RECREATION DISTRICT BOARD
December 09, 2019
The meeting was called to order at 7:00 pm. Board members present were Mark Taylor, David
Pearson, Perry King, Brian Wiser, Lynn Adams, Erin Bechtold, Danny Shaw, Supt. Brent Callahan, Asst.
Supt. Kris Wilson, Rec. Coordinator Erica Gummere and Office Mgr. Stacy Freeman.
Minutes of November 18, 2019, approved as presented. Motion made by Brian Wiser, seconded by
David Pearson. Motion carried.
Board Member, M. Taylor requested additional cameras at both entrances of the park to capture
license plate numbers. The cost for the two cameras and installation is $5,327.42. Supt. Brent Callahan
suggested that the Park Board go to the Town Council at the beginning of next year and ask for the
cost to come out of the Town's Food and Beverage Fund because the cameras would benefit the
police department.
Town Council established an ordinance in 1972 with the Park Board rules. Supt, Callahan reports
himself and Asst. Supt. Wilson worked on updating the regulations throughout the last month. Park
Board passes as a resolution; the resolution establishes the rules, then the Town Council passes an
ordinance. When the Town Council repeals the 1972 ordinance, they will put the new Park Board rules
in its place. State statues will always come before the Park Board rules. An updated draft of the 1972
rules of the resolution was presented to the Park Board. Motion to approve the new resolution made
by Lynn Adams, seconded by Brian Wiser. Motion carried. The resolution was signed by all members
and will be forward to the Town Council.
Board Member Mark Taylor reported the purchase agreement had been signed for the property at
627 E County Line Road Mooresville, IN 46158. It is requested that Board Member Mark Taylor or
Supt. Brent Callahan sign the closing documents. Motion to approve Mark Taylor or Brent Callahan to
be the signatory on the closing documents of 627 E. County Line Road. Motion made by David
Pearson, second by Brian Wiser. Motion carried.
Supt. Callahan requested the attendance of a couple of upcoming conferences. The first request was
for the State Park & Recreation Association in Muncie IN for himself and Erica Gummere. The second
conference request was the Great Lake Park Training Institute in Angola, IN, for himself. Motion to
approve the attendance to the conferences made by Brian Wiser, second by Danny Shaw. Motion
carried.
Supt. Callahan presented a donation from Indy Sportliners.
Supt. Callahan reported that the new trucks would be ready the first weeks of January 2020.
Claims approved as presented. Motion made by Danny Shaw, seconded by David Pearson. Motion
carried.
The next meeting is January 13, 2020, at 6:00 pm at the Park Office.
