property. Councilman Warthen motioned to approve the Street Improvement Right of Way Easement, <br />The understanding of rights, and the temporary construction easement. Motion was made by <br />Councilman Warthen, seconded by Councilman Stanley. Motion carried 5-0 <br />A Letter was provided from Matthew Payne regarding his departure from the Mooresville Police <br />department. There was a discussion about the circumstances that lead to Mr. Payne departure from the <br />Police Department. Councilman Warthen expressed concern about not having all of the information <br />accessible to the Council to make a proper decision on this matter. Attorney Lee assured the council that <br />there would not be any legal liability ramifications from accepting this resignation letter. Councilman <br />Cook motioned to accept his resignation letter as presented with a second from Councilwoman Hester. <br />Motion carried 3-2. Councilman Warthen and Councilman Stanley opposed. <br />Public Comments - None <br />A motion was made by Councilwoman Hester with a second by Councilman Stanley to approve claims in <br />the amount of $414,480.41 Motion Carried 5-0 <br />Town Council Comments — Councilman Warthen presented the quote on the leasing of the 4 Police cars. <br />The quote is less than what was presented in the Fall. There is a requirement to present the meeting <br />minutes to prove authorization of the funds. However with the changes the quote needs to be <br />confirmed again. Councilman Warthen moved to approve the quote for the cars not to exceed <br />$51,439.94 per year along with the ability to negotiate with the interest rate. Seconded by Councilman <br />Stanley. Motion carried 5-0 <br />Councilman Warthen made a motion that if any town employee or a member of their household is <br />diagnosed with COVID-19 that the employee quarantine themselves, and they continue to receive pay <br />outside of their allotted sick leave time. Proof of a positive COVID-19 test would need to be provided to <br />one of the HIPPA certified officers in order to qualify for this leave. Councilman Stanley seconded. <br />Motion carried 5-0 <br />Councilman Warthen mentioned the possibility of waiving any late fees for sewer bills. The town <br />attorney laid out the requirements that would need to be put in place in order to be able to do that. The <br />town attorney will draft the ordinance in order to implement this. <br />Council President Williams discussed a letter he received from the Mooresville Consolidated School <br />Corporation regarding the reappointment of Dr. Larry Moore to the non-voting schoolboard for the <br />redevelopment commission. Council President Williams approved the reappointment of Dr. Larry <br />Moore for 2 -year term. <br />The next scheduled meeting of the Mooresville Town Council will be held on Tuesday, April 7, 2020 at <br />6:30 P. M. at the Mooresville Government center. <br />There being no further business to come before the council at this time a motion to adjourn was made <br />by Councilman Stanley with a second from Councilwomen Hester.
