July 7, 2020 The Mooresville Town Council met in regular session on Tuesday, July 7th at 6:30 P. M. at the Mooresville Government Center. Council members physically present were, Council President Shane Williams, Councilwoman Jessica Hester Councilman Tom Warthen, Councilman Jeff Cook, and Councilman Dustin Stanley. Town attorney Chou-il Lee was not present. Kaitly Voller sitting in for town attorney Lee. Councilman Warthen gave the prayer. Motion was made by Councilman Stanley to approve the minutes of the June 16th meeting and seconded by Councilwoman Hester, Motion Carried 5-0 Motion was made by Councilman Warthen and seconded by Councilman Stanley to approve the minutes of the May 7th joint meeting with the RDC. Motion carried 5-0. Unfinished Business— FMLA- A member of the police department is requesting leave under FMLA. Councilman Stanley made the motion to approve the FMLA request. Councilwoman Hester seconded motion. Motion Carried 5-0 Nepotism Policy — There was an ordinance to adopt the Indiana nepotism policy as the town policy. Councilman Warthen raised concerns about changing the nepotism policy from what it is now. Councilman Stanley mentioned that the employee handbook is in the process of being updated now, and he was under the impression that the handbook will recommend becoming more aligned with the state statute. Councilman Cook raised concern that there are currently violations of this ordinance within the Town, but that will need to be checked against the hiring date and the implementaiton of the ordinance. Councilman Warthen mentioned there were some employees grandfather in . Councilwoman Hester voiced that she believes that the ordinance should not be changed while there is a process in place to review it. Councilman Cook moved to adopt the ordinance to mirror the state statute. Motion failed for lack of a second. Summer Sewer Rate Program —This motion was tabled until the 3 and 4 month program ordinances could be written and presented to the Council for consideration as they were not completed. John Earhart presented himself before the Council to mention that he believed that the 4 -month program was approved at June 161h meeting. There was discussion, but the ordinance had not been written at that time to be approved. Sewer hookup 655 State Rd 267 - Property owner Mike Cottrell presented an alternative idea on how to hook in without going through a neighbor's property. Dave Moore discussed some of the possibilities to be able to accommodate this request as far as the placement and installation of lines. The fees and cost responsibilities were discussed. The suggestion was made to consult an engineer to determine the best route. Gateway Maintenance Bid — Dave Moore talked to the Council about some options to be able to update and maintain the gateway landscaping. He recommended hiring some seasonal help to be able to keep the maintenance in house. This would cost approximately $10,000. Councilman Stanley voiced his support of Dave's recommendation. This option will allow maintenance to be done throughout the year and form a solid plan for 2021. Councilman Cook raised concerns about the ability of seasonal workers to effectively take on this project. Councilman Warthen made a motion to temporarily move forward utilizing the Gateway fund for materials, and fund labor from the utility department seasonal help up to $8000.00. Councilman Stanley seconded. Motion Carried 5-0 Gateway Update - Dave Moore gave an update on the repair of the torches. MW Electric gave an estimate of 10k to $20k to replace lighting.
