January 19, 2021 The Mooresville Town Council met in regular session on Tuesday, January 19 at 6:30 P. M. at the Mooresville Government Center. Council members present were Council President Tom Warthen, Councilman Greg Swinney, Councilman Dustin Stanley, Councilman Shane Williams, and Councilman Jeff Cook. Town attorney Beth Copeland was present. Council President Warthen gave the prayer. Councilman Stanley made a motion to approve the January 5th meeting minutes and was seconded by Councilman Swinney. Motion Carried 5-0 Unfinished Business— Overton Personal Property Confirmatory Resolution 5-2021 A public hearing was held, and there were no public comments made. Councilman Stanley made a motion to close the hearing. Councilman Swinney seconded. Motion carried 5-0 Councilman Williams made the motion to approve Resolution 5-2021 Councilman Stanley Seconded Motion carried 5-0 Creative Foam Real Property Confirmatory Resolution 6-2021 A public hearing was held, and there were no public comments made. Councilman Stanley made a motion to close the hearing. Councilman Swinney seconded. Motion carried 5-0 Councilman Swinney made the motion to approve Resolution 6-2021 Councilman Stanley Seconded Motion carried 5-0 Creative Foam Personal Property Confirmatory Resolution 7-2021 A public hearing was held, and there were no public comments made. Councilman Stanley made a motion to close the hearing. Councilman Cook seconded. Motion carried 5-0 Councilman Cook made the motion to approve Resolution 7-2021 Councilman Williams Seconded Motion carried 5-0 ET Works SB -1 Resolution 8-2021 Councilman Stanley made the motion to approve Resolution 8-2021 Councilman Swinney seconded motion Carried 5-0 President Warthen let it be known that the Clerk -Treasurer will be sending out a reminder about the sewer rate increases that were voted on and approved in April 2020 to take effect with January 2021 usage. This increase will allow for infrastructure upgrades and service to new areas. Also, summer sewer ratedwent into effect last summer. Councilman Williams believed it was necessary to raise the rates for the infrastructure upgrade. He applauds the town attorney's innovation to allow everyone to voice their opinions during the public hearing despite COVID restrictions. The ratepayers were notified ten months in advance before the new rates went into effect. Councilman Swinney believed that the rate hike was the right thing to do even though he was not a council member at the vote. Councilman Stanley also agreed that the increase was one of the necessary evils of keeping the Town running with upgrades and providing for the citizens working and up to date services. Council President Warthen presented the certified tax rate received from the State of Indiana. Mooresville Corporation's tax rate was increased to 1.9337 compared to 1.8641 in 2020. As a whole, we had about a 7cent for the entire Mooresville Corporation. For the Town of Mooresville, the total tax rate for the General, Motor Vehicle Highway, Parks & Recreation, and Cumulative Capital Development funds for 2021 increased to $0.6751 from $0.6564, so we see not quite a 2 -cents increase in our tax rate.
