159' <br />Rezone of Bridge Street- This came to the council with a unanimous favorable recommendation. Before <br />the Council, Jan Mathis presented herself to request a rezone from residential 1 to an Industrial 1. <br />Councilman Williams made the motion to accept the recommendation of the planning commission. <br />Councilman Swinney seconded. Motion carried S-0 <br />COVID-19 Leave Policy - It was determined at the beginning of the pandemic that if an <br />employee was sick or had a family member that was sick, it would be best to stay home with pay. This <br />has left some departments in a predicament, making sure that all department shifts are covered. <br />Councilman Cook discussed the change in the policies over the last year with the Indianapolis Police <br />department. Councilman Williams was under the impression that this was already a decision that rested <br />with the department heads, but it was determined that the resolution pertained strictly to the closing of <br />the government offices. There was some discussion to put this decision back with the Department <br />heads. Chief Dalton laid out his and Chief Jillian s guidelines that they have laid out for their <br />departments. Clerk -Treasurer Wamsley also explained the difficulties of not having unity in the <br />departments' record-keeping. Councilman Stanley made a motion to form a committee consisting of <br />Chief Jullian, Chief Dalton, and Clerk -Treasurer Wamsley to draft guidelines for all departments <br />concerning COVID absences. Councilman Swinney seconded the motion. Motion carried 5-0 <br />Candidate for Planning Commission. -Josh Brown - There was a position left open on the planning <br />commission with the resignation of Dennis Chambers. The remainder of the appointment would expire <br />at the end of 2021. Councilman Williams noted he had previously lived in Monrovia and served on their <br />planning commission, and the current president of that board did give him a recommendation. <br />Councilman Cook believed him to be a qualified candidate. Councilman Swinney and Councilman Stanley <br />both saw Mr. Brown fit to be appointed. Mr. Brown was unable to attend this meeting due to a <br />previous engagement. Council President Warthen appointed Josh Brown to the Planning commission via <br />executive appointment. <br />Year -End Appropriation Transfers - Council President Warthen took the time to explain the need for the <br />end of year transfers. Councilman Swinney made a motion to approve the end of year transfers. <br />Councilman Stanley seconded the motion. Motion Carried 5-0. <br />Department Head Reports— <br />Chief Dalton gave the 2020 year run stats, as well as an update on hiring. He has one lateral transfer that <br />is starting. There is another in the process of being brought on, and his physical results are pending. <br />Another fire department member has put in their notice and will be transferred to the Monroe County <br />Fire Department. The chief has a list of eligible candidates for this new open position. <br />Legal — None <br />Public Comments — None <br />Motion for Approval of Claims— <br />Councilman Stanley made the motion to approve claims for $844,186.00. Councilman Swinney <br />seconded. Motion carried 5-0 <br />Town Council Comments — <br />Councilman Cook stated he was under the impression that the Covid-19 leave discussion was to be a <br />carryover for the debate of additional leave for the employees, and it was not. Council President <br />Warthen offered apologies for it not being that discussion as it was not worked on as diligently as it <br />could have been and proposed discussing that at the next meeting. <br />Councilman Williams had an elderly individual ask if there would be transportation provided to the <br />Covid-19 vaccination center. Councilman Williams requested permission to talk with some local <br />churches to see if there was an interest in volunteering for such a service. Council President Warthen <br />encouraged Councilman Williams to speak with the Ministerial association to see if this was possible. <br />
