UM <br />Redevelopment Commission Refunding. Jason Semler from Baker Tilly presented proposals to refinance <br />some outstanding bonds to take advantage of lower interest rates. The Town Council chose to go with <br />Robert W. Baird & Co. Inc. ( See Exhibit A). Councilman Stanley made a motion to approve Resolution <br />13-2021. Councilman Swinney seconded. Motion Carried 5-0 <br />Planning Commission Executive Appointment. Per Councilman Warthen, Dave Sadler has expressed his <br />desire to resign from the BZA. Council President Warthen is appointing Dave Sadler to the Planning <br />Commission executive spot and reappointing him to the BZA leaving an open non-republican"executive <br />appointment. <br />Department Head Reports— <br />David Moore gave an update on the Roberson Woods drainage project. Street sweeping will begin the <br />week of April 12th, which will include the entire Town. INDOT will close High Street April 1st -June He <br />has an employee that transferred to another department, and he informed the Council that he would be <br />filling that position. <br />Chief Dalton presented the run stats for March and provided an update on the three new hires. A <br />member of the fire department with 38 years of service retired at the end of March. Chief informed the <br />Council of his intentions to begin to fill the position. A vaccination clinic will be held at Paul Hadley <br />Middle School on April 24th and May 22nd from 10 AM to 4 PM. The Fire Dept is estimating to make <br />available 3000 Moderna vaccines. <br />Chief Julian stated the new tornado sirens are ready to be installed, but the final locations are being <br />ironed out, with Newby location being set in stone, the wastewater treatment center, and the office at <br />Pioneer Park. Three new hires will be starting the academy in June. <br />Legal — <br />Demand has been made regarding the Smalling issue. Town Attorney Lee would like to counter <br />offer with the amount for the work that was done, which is either $1,119 or $1,150. Councilman <br />Stanley made the motion to approve Attorney Lee to move ahead with those amounts. Councilman <br />Swinney Seconded. Motion carried 5-0 <br />Town Attorney requested permission to have discussions and take over a couple of issues with <br />the cemetery that is currently open. Councilman Swinney made the motion to approve the request. <br />Councilman Stanley seconded. Motion Carried 5-0 <br />Town Attorney Lee is working with Police Chief Julian to draft a resolution for the declaration of surplus <br />for police firearms and to review Mooresville Police Department standard operating procedures. <br />Town Attorney gave an update on the expiration of the governor's mask mandate. He also informed <br />the Town Council that the Town does have the ability to take action on masks being required in Town - <br />owned locations. Councilman Williams made a motion to request the town employees who come into <br />contact with the public and cannot socially distance be asked to wear a mask during the interaction. <br />Councilman Swinney seconded. Motion Carried 4-1 <br />Public Comments - <br />1 =3 <br />Approval of Claims - <br />Councilman Swinney made the motion to approve claims for $709,826.89. Councilman <br />Stanley seconded. Motion carried 5-0 <br />
