Mooresville Planning Commission, January 8, 2021 <br />road 6-12 vehicles per day during peak season. He stated it is not feasible for residential neighbors to be so close <br />to industrial property. Dan ? of 10721 North Bethel Road stated that he had been in his home over 30 years; that <br />he loves the community and worked for the school. If rezoned, his backyard will be next to the industrial site, as <br />will the backyards of 3 or 4 of his neighbors. Tractor -trailers and dump trucks fly down Bethel Road. He <br />expressed that he wishes the Planning Commission to reconsider this area as industrial. He "loves it there" and <br />would "hate to have to sell". <br />Beth Copeland and Mike Young helped to clarify the issue by referring to 3674604E — petitioner must <br />substantially comply with the notice requirement, signifying that a notice in the paper must be posted. Perry King <br />stated that there are a lot of unanswered questions for this [issue] and he knows "the RDC has a plan, but it is not <br />a good one right now". John Heshelman requested a continuance. Jeff Deiterlen motioned to accept the <br />continuance and Perry King seconded. Mike Young stated that notices would need to be sent again to <br />neighboring properties, and the motion passed unanimously. <br />Mike Young stated there were no permits or inspections for review. New business should be a discussion of the <br />UDO, specifically definitions. Mark Taylor stated that at the Tech Meeting they discussed writing down every <br />definition possible [in the UDO]. He suggested that all definitions should be included as an appendix for each <br />zoning section. Beth Copeland gave an example of Westfield's UDO, which is an interactive PDF with links <br />within the document to the definition section. <br />Perry King introduced Jeff Swinney who took over Jessica Ester's spot on the Town Council. <br />Jeff Deiterlen suggested that it would be helpful to have clearly spelled out how to amend the UDO, specifically <br />the sunset clause. In the old UDO if something wasn't acted on it was spelled out. This sunset clause did not <br />make it into the current UDO. Jeff also brought up issues regarding the buffer zone and items grandfathered. <br />Town and county zoning don't always match up. As the Town's border expands, how are those properties <br />addressed? Mike Young suggested that they should speak with Debbie Wizier and someone from the Town <br />Council. He asked Beth Copeland how best to move forward. They identified Dave Moore as Town Council <br />contact. <br />Beth Copeland stated that someone from the Planning Commission must make an appointment to the BZA of an <br />additional citizen member outside the incorporated area as Mike Young's term was up. Perry King motioned to <br />appoint Mike Young and Kimberly Schofield seconded. Mike was appointed with a unanimous vote. <br />Mike Young called for a motion to adjourn.
