He asked if there were plans to restrict access to Bethel <br />Road from the property, or make improvements to Bethel Road to support truck traffic. Mr. Heshelman stated <br />that the easement to the East of the property ties into the Flagstaff Business Park and that "you'd [the Town and <br />the Planning Commission] have to look at the big picture and the econo nics when you get there [when the <br />property is sold and developed]. JD Robinson stated that this situation could be compared to the access and <br />improvements on Merriman, and asked Shane Williams, Town Council President in attendance, if a traffic study <br />was currently in the works. Mr. Sullivan replied that the current traffic study would not take into account this <br />property under rezoning consideration. Kimberly Schofield stated that she enjoyed the drive on Bethel Road as it <br />is very agricultural, and she has never seen a semi on that road. Mr. Heshelman replied that yes, the property <br />along Bethel Road is agricultural, but there is potential for industrial use. Jeff Deiterlen stated that as there is no <br />current plan for development, the Smith Trust would have to consider a different type of zoning classification <br />depending on the buyer. Mr. Heshelman stated that the Trust would then come back to the Planning Commission <br />with a rezoning request. Mike Young reiterated that applying for a PUD -I might be advantageous at this time <br />allow the Planning Commission to be a part of the planning process, and ensure that all voice were heard in the <br />planning and development process. Mr. Heshelman asked the PC what that might entail, and Jeff Deiterlen stated <br />that even though the Smith Trust has no plan in place for development, what Nice -Pak has in place is pretty <br />representative of [the envisioned use of the property]. He pointed out that the Flagstaff Business Park is a PUD -I <br />which is a mix of business and industrial, as is Nu Genesis. <br />Mike Young called for public comment. Dan Russell of 2317 Crosby Road stated that it has become abundantly <br />clear that this will be a commercial property, and asked the Planning Commission to take into consideration noise <br />levels, esthetics and Bethel Road traffic. He understood that the 3 access points outlined for this property will be <br />very sad for nearby homeowners. He hoped that the future buyer would work with the homeowners, as his <br />research, he believes, proves that they will lose 1 I % of their property value just by the rezoning of the property to <br />industrial use. Josh Levine of 10108 North Bethel Road asked the Planning Commission to vote for an <br />unfavorable recommendation to the Town Council stating that this has been agricultural land for more than 200 <br />years. He has family paperwork dating ownership back to 1818. He stated that the rezoning would be "taking <br />everything for a little tax money and 200 jobs". He pointed out that he works in Beech Grove as a teacher, and <br />asked that the Planning Commission consider current conditions and "please don't become Beech Grove". Beech <br />Grove had jobs and tax money until Amtrak left and now, they have low property values, high crime and poor <br />schools. He stated that this [rezoning] will change everything for 200 years; "you drop a pebble in a pond, and it <br />doesn't make a huge difference to the pond, but the ripples change the pond forever." He stated that "we are a <br />community of farmers. This is our livelihood and our children's' future. It may not be next year, or five years, <br />but ten yeas from now I won't be able to will our family farm to my children. When you start making these <br />changes for short term gain you change everything; you've gotta stay true to who you are. It doesn't make a <br />happy population and a happy constituency." Mike Young asked Mr. Levin if he farms this property. Mr. Levin <br />stated that no, he does not personally. Mike Young asked how many acres Mr. Levin farms, and he stated 100 <br />acres. Kimberly Schofield asked the location of Mr. Levine's farm and then asked why the land was not being <br />farmed. Members of the public indicated that yes, the land was under cultivation. Ms. Schofield expressed <br />empathy with Mr. Levin's statements as her home was originally deeded to Eliza Moore, the daughter of Samuel <br />Moore. She asked rhetorically "What is Mooresville now, and where are we going?" <br />Cheryl Levin, Mr. Levin's mother, or 10335 Bethel Church road addressed the Planning Commission stating that <br />this rezoning request was a continuance from the last PC meeting as the petitioner could not state a plan for the <br />property, and pointed out that there was still no plan. She stated that the property has been up for sale for 18 <br />
