It <br />was mentioned that Mr. Oshman wants to do a 1 -year renewal of this software to sync all <br />software renewals. Councilman Stanley made a motion to table until the next meeting. <br />Councilman Williams seconded. Motion carried 5-0 <br />Fire Dept Surplus Bid and Purchase Agreement - Price needs to be determined for Engine 14 for <br />Vincennes university to purchase. Chief Dalton recommended a sale price of $5,000 based on <br />his independent research of value. Councilman Cook made a motion to allow Chief Dalton to <br />proceed with price negotiations on engine 14. Councilman Stanley seconded. Motion carried 5 - <br />Councilman Williams made a motion to dispose of the squad and the truck that was declared as <br />surplus through the process of sealed bids. Councilman Swinney seconded. Motion Carried 5-0 <br />Legal — <br />First reading of the American Rescue Plan Ordinance 6-2021- This ordinance creates the ARP <br />Corona Virus local fiscal recovery fund. According to this act, the town is tentatively set to <br />receive approximately $2,039,723.00. Councilman Williams expressed his idea on using the ARP <br />Corona Virus fund on the N Indiana ditch. <br />First reading of the Park Dept Rules and Regulations Ordinance 8-2021. The request was made <br />to have a beer truck set up during the Farm House Market. The proposal has been made for the <br />council to approve the sale of alcohol during this event. Councilman Williams made a motion to <br />approve the sale of alcohol at the Farm House Market Street Fair on May 8, 2021. Councilman <br />Stanley seconded. Motion Carried 5-0 Councilman Williams stated that the event coordinator <br />informed him that the truck does have a limit on what they serve. <br />High St and Concord St Traffic - Attorney Copeland reiterated her previous statement that any <br />change to traffic patterns requires a traffic study. There was some discussion about this being a <br />temporary change or a permanent change and when and if to conduct the study. Council <br />President Warthen will reach out to see if the streets can be added to the traffic study that is <br />currently being conducted. <br />Public Comments — <br />None <br />Approval of Claims - <br />Councilman Stanley made the motion to approve claims for $678,886.64. Councilman <br />Swinney seconded. Motion carried 5-0 <br />Town Council Comments— <br />Councilman Williams mentioned that the hearing impaired devices are installed and running. <br />He also said he made a Council salary donation of $1,550 to repair and update the Main St. <br />clock. <br />Councilman Swinney reiterated his support of the Second Amendment. <br />
