Councilman Stanley made a motion to approve Resolution 20-2021. Councilman Swinney <br />seconded. Motion Carried 5-0 <br />Innovative Performance Technologies Personal Property Waiver of Non -Compliance Resolution <br />21-2021. CF -1 was submitted on May 26, 2021, resulting in non-compliance with their tax <br />abatement. A public hearing was held, and there were no public comments. Councilman <br />Stanley made the motion to close the public hearing. Councilman Swinney seconded. Motion <br />Carried 5-0 <br />Councilman Stanley made a motion to approve Resolution 21-2021. Councilman Cook <br />seconded. Motion Carried 5-0 <br />ReConserve Confirmatory Resolution 23-2021. A public hearing was held, and there were no <br />public comments. Motion Carried 5-0 <br />Sewer Hook On 655 State Rd 267, property owner Mike Cottrell presented himself before the <br />Council to request the ability to hook his property onto the town sewer system. Town attorney <br />Chou -if Lee stated the grant of easement still needs to be signed and recorded before the <br />request can be considered. <br />Fire Department Surplus Bids. No bids were received for the surplus equipment. Chief Dalton <br />has been in contact with an auction company that is interested. The town attorney requested <br />more information in writing and looked at other approved auction sites before disposing of the <br />surplus. <br />Joe Johansen with Traffic Engineering, Inc. came before the Council to present the Mooresville <br />traffic study. Copy of the study resides in the Clerk -Treasures office. <br />Location <br />Recommendation <br />Carlisle Street at Monroe Street <br />Conditions warrant a northbound right turn <br />land and southbound left -turn lane. <br />Indiana Street at Main Street <br />Left turn lanes should be considered <br />Widen the road and reduce the curb <br />extensions in the northwest, northeast, and <br />southeast quadrants by one to two feet <br />S. Indiana Street and Moore Street <br />Left turn lanes should be considered <br />S Indiana Street <br />Left turn lanes should be considered <br />S. Indiana Street and State Road 67 <br />Left turn lane on SR 67 to Indiana St. and <br />northbound right turn lane closed off parking <br />lot exit. <br />Northridge Drive at SR 267 <br />Removal of brush and trees along the east <br />side of SR 267 South of Northridge Dr. <br />reduces the posted speed limit to 35 MPH. <br />Harrison Street at Jefferson Street <br />Potential mitigation measures include: <br />improve lighting, increase curb radii, reduce <br />the speed limit, improve sight distance, <br />improve pavement marking and reflectivity <br />(stop bars, crosswalks) <br />Councilman Williams asked about the addition of pedestrian traffic study at Washington and <br />Morgan. It was determined that the pedestrian traffic had not been included in the study, but it <br />will be scheduled and brought back to the Council. <br />
