She wants it put back into the Police Department to pay officers for the extra work of writing <br />out tickets. <br />This item is tabled to next meeting. <br />Councilman Stanley also brought up the idea of having a third -party consulting firm to look over the <br />Town's policies, job descriptions, employee policies, start with public records policy. The cost would be <br />$12,000 to #14,600, after this initial amount they will work on a per hour basis. The County is hiring a <br />firm from Muncie. <br />This item is tabled until the next meeting. <br />AT &T agreement ---- <br />Council President Warthen explained there were four lines at the Police department that needed to be <br />ported to Endeavor. Some lines have to be AT & T. This has nothing to do with 9 11. A motion was <br />made by Councilman Rogers with a second by Councilman Stanley to approve. Motion carried 5-0. <br />Department Head reports: <br />David Moore, Street Superintendent, reported Grady Brothers has started paving, still working on <br />cleaning headstones at Cemeteries, helping the Park get ready for July 4th, and working on stormwater. <br />Public Comments: <br />Mr. Hayden said he thought the grievance filing was absolutely crazy. He said something has to be <br />done. There is a good group of officers that are being written up for small minor infractions and that is <br />totally unfair. You can't run rough shod overyour guys. <br />Councilwoman Hester asked if any councilmen talked to Police Chief Danny Allen before this meeting. <br />Council President Tom Warthen said he pushed this to Legal Counsel. Attorney Daniel commented the <br />grievance was sent to the Police Commission, then to Police Commission's Attorney, Mr. Braun, then to <br />Council President Warthen who had not seen anything like this before and sent it to Town Attorney Mel <br />Daniel. <br />Police Officer, Lindsay Hayden asked what reason did Chief Allen file the grievance? <br />Attorney Mel Daniel read the grievance: I believe Town Council member Jessica Hester created a hostile <br />work environment by requesting outside information when the Police Commission had already dealt <br />with the issue. <br />Lindsay asked where the grievance would have gone had Chief Allen had not rescinded. Attorney Daniel <br />answered it would go to someone independent. He said it would not be a conflict of interest if it went <br />to someone in his firm he is associated with which is Taft Law. <br />Lindsay Hayden commented that time after time Councilwoman Hester is being singled out. Why are <br />you not addressing Councilman Mathis for yelling at someone when they asked a. question: <br />Councilman Rogers answered: the grievance is a formal complaint and we have to address this. <br />A lady from the audience commented the Town needed a professional HR person. <br />Another lady from the audience asked some questions about how many police officers were on staff and <br />how many officers had left. <br />Council President Warthen told the council the appraisals for property at 20 West Harrison Street and <br />104 West Main Street were in and an Executive Session was needed. <br />A motion was made by Councilman Rogers with a second by Councilman Stanley to advertise an <br />Executive Session for July 11th, Thursday, at 4:30 P. M. for Sale of Property. Motion carried 5-0. <br />A motion was made by Councilman Rogers with a second by Councilman Stanley to approve payment of <br />claims in the amount of $673,180.63. Motion carried 5-0. <br />There being no further business to come before the Mooresville Town Council at this time a motion was <br />made by Councilman Stanley with a second by Councilman Rogers to adjourn the meeting. Motion <br />carried 5-0. <br />
