A motion to approve the maintenance contract with Evapar was made by Councilman Cook, second by <br />Councilman Stanley and carried 5-0, with President Warthen conducting a roll call vote. <br />Farm House Market— Kim Burgess of Farm House Market was present to ask permission to hold the <br />September 18" downtown street fair. Everything will be exactly the same as the last two. She has sat <br />down with Hall of Five East and they have set dates for the next two years. It will run from 10:OOam to <br />S:OOpm. She stated it has worked really well in getting people downtown. <br />A motion to approve the September 18' street fair was made by Councilman Cook, second by <br />Councilman Swinney. Motion carried 5-0 with President Warthen conducting a roll call vote. <br />Salary Ordinance Amendment — Mooresville Park Superintendent, Brent Callahan, was present to ask <br />the Council to amend the 2021 salary ordinance to allow the wages of the three employee tiers of the <br />Before and After School Program to be increased, retroactive to the beginning of the school year. The <br />Park is experiencing difficulty in filling those positions and they are required to meet state minimums in <br />staffing. The Before and After School employees are paid out of the fees raised by the program. There <br />are approximately 35 employees consisting of Junior Leaders (high school students), Leaders and 3 Site <br />Coordinators). Each of those positions would be raised by $1.00 per hour, making the new hourly rate <br />for Junior Leaders $10.00, Leaders $11.00 and Site Coordinators $12.00. <br />A motion to approve Ordinance 15-2021, an amendment to the 2021 Salary Ordinance (Ordinance 14- <br />2020), was made by Councilman Stanley, second by Councilman Swinney. Motion carried 5-0 with <br />President Warthen conducting a roll call vote. <br />Letter of Intent to Purchase Rescue Truck— Fire Chief, Matt Dalton stated that he had placed the surplus <br />vehicles on Municibid, a government online auction website. The pick up was sold for $6305.00, more <br />than anticipated. It has been picked up. The engine was sold for $6500.00, however there is an issue <br />with the title. It was not cleared when the engine was paid off and Chief Dalton is working to get a clear <br />title. The finance company that held the lien is out of business, therefore, we have to go in front of a <br />judge to get a court order to get the title released. Matt will get with legal counsel for advice on how to <br />proceed. We are able to sell the vehicle through Municibid with a bill of sale and we will forward the <br />title to them when we get it. He has also discovered we are missing the title on another staff vehicle <br />and he is starting the process to get that one, as well. The bid process for the squad started at $25,000 <br />and did not get any bids. Marion Township Volunteer Fire Department from Indiana saw it online and <br />came here to look at it. They are offering us $21,500.00 for it. The Council discussed the options of <br />selling or outfitting it for the street department. <br />A motion to sell the squad was made by Councilman Cook and second by Councilman Swinney. Motion <br />carried 5-0 with President Warthen conducting a roll call vote. <br />Chief Dalton also stated he has extended two conditional offers of full-time employment. One is a <br />lateral transfer from Monroe County and the other is going through his Perf testing now. <br />Legal Counsel was not able to be present, however they forwarded two documents pertaining to the fire <br />territory. One is a cost sharing agreement with Brown Township for attorney and financial advising fees <br />and the other is the scope of work agreement from Baker Tilly concerning the financial impact for both <br />sides. Baker Tilly's fee will be billed hourly but will not exceed $25,000.00. Councilmen Cook and <br />Williams had met with the Brown Township Chief and it was discussed that with approval of both boards <br />that they could share an attorney and financial advisor and split the cost to save money. <br />A motion was made by Councilman Cook and second by Councilman Stanley to approve the scope of <br />services from Baker Tilly, (billed hourly and not to exceed $25,000), contingent upon approval of the \' <br />cost sharing agreement by the Brown Township Advisory Board. Motion carried 5-0 with President <br />Warthen conducting a roll call vote. <br />A motion to approve the cost sharing agreement with Brown Township was made by Councilman Cook <br />and second by Councilman Stanley, contingent upon approval of the Brown Township Advisory Board. <br />Motion carried 5-0 with President Warthen conducting a roll call vote. <br />Public Comments — There were none. <br />Approval of Claims — A motion to approve the claims in the amount of $823,028.23 was made by <br />Councilman Stanley and second by Councilman Cook. Motion carried 5-0 with President Warthen <br />conducting a roll call vote. <br />
