Councilman Cook made <br />a motion to submit the project to the MPO and work with the school and the Redevelopment <br />Commission. Councilman Williams seconded. Motion carried 4-0 with Councilman Stanley abstaining. <br />Department Head Reports— <br />Chief Dalton gave an update on the squad; pickup and engine have all been sold. He was able to <br />locate the title without going through the legal counsel. He requested an additional appropriation for <br />$34,305, the amount the vehicles sold for, in order to purchase a pickup truck for the Department. TOA <br />donated $10,000 to assist in buying the new vehicle. Chief Dalton was able to secure a Chevrolet fleet <br />vehicle at a cost of $37,000. With the remainder, he would like to purchase a plow for the truck and <br />purchase the lighting and other equipment. Councilman Williams made the motion to move forward <br />with the purchasing of the truck. Councilman Stanley Seconded. Motion Carried 5-0 <br />Chief Dalton gave an update on the two recruits who are finishing up their class and should <br />be hitting the streets by the weekend. <br />Chief Julian updated the Council on the Sirens. He is working with Monrovia and the installation <br />company to hopefully have the sirens installed in the next 2- 3 weeks. He's working with Morgan County <br />on the installation of the new sirens and hopes to have the paperwork to legal counsel soon. The <br />Dispatch position was filled, and the recruit is in FTL and should be completed by the end of December. <br />The Homecoming Parade went well, as well as the Farm House Market event. A grant was awarded to <br />the Department from the ICJI of 8 PBT's. The speed trailer is fixed and was requested to be placed in <br />Roberson'Woods as soon as possible. <br />Dave Moore stated that leaf pickup starts October 18 and will run through December 3. <br />Legal — <br />Town Attorney Lee requested the review of the electronic meeting policy to continue the ability to have <br />electronic participation in meetings once the Governor ceases his executive order. <br />Two letters were entered into the record regarding complaints against the behavior of Councilman <br />Williams. Councilman Williams asked what action could be taken against him for these complaints. <br />Attorney Lee said that the Council could censure him. <br />Public Comments— <br />Dave Snyder came before the Council to remind the Council that the recommendation of Mr. Johannson <br />traffic study was to no longer stagger the north and south traffic at Main Street and then stagger <br />the lights going east and west. He also talked about the intersection at Monroe needing a sidewalk <br />which will be addressed in the proposed MPO project. <br />Approval of Claims — <br />Councilman Stanley made the motion to approve claims for $581,234.26. Councilman <br />Swinney seconded. Motion carried 5-0 <br />Town Council Comments - <br />Councilman Cook stated that he believes the Council is on board with the continuation of the canine <br />program, but he and the Council want to make sure it is run correctly from this point forward. He also <br />offered a perspective on the letters regarding Councilman Williams's behavior, and he stated that he <br />thinks the letters written are misleading as that was not the behavior he witnessed at the meeting in <br />question. <br />
