• The Council shall hold a Budget Workshop in accordance with Ind. Code <br />§ 5-14-1.5 et. al. <br />• Each department head shall attend the Budget Workshop and present <br />his/her agency's proposed budget and capital improvement plan to the <br />Council. Each department head shall be prepared to answer questions <br />raised by the Council regarding his/her presentation. <br />• The Town's approved financial advisor will also attend the Budget <br />Workshop and be prepared to answer any questions raised by Council <br />regarding the proposed budgets and capital improvement plans. <br />3. On or before October 1 of each calendar year, the following shall occur: <br />• The Clerk -Treasurer shall make the proposed budget available to the <br />public in accordance with Ind. Code § 5-14-3, et. al., if requested. <br />• The Clerk -Treasurer shall post the proposed budget on the Town's <br />website. <br />4. On or before October 15 of each calendar year, the following shall occur: <br />• The Council shall hold a public hearing ("First Reading') in accordance <br />with Ind. Code § 5-14-1.5 et. al. to consider the proposed budget for the <br />following fiscal year. <br />• Council shall allow the public to make comments on the proposed budget <br />during First Reading. Any commenter shall be given up to three (3) <br />minutes to speak. <br />5. On or before October 30 of each calendar year, the following shall occur: <br />• Council shall conduct a meeting ("Second Reading") and vote to approve, <br />modify or deny the proposed budget. <br />6. This Resolution shall be effective upon it passage by the Mooresville <br />Town Council. <br />K <br />
