November 16, 2021 <br />The Mooresville Town Council met in regular session on Tuesday, November 16 at 6:30 P. K at <br />the Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Dustin Stanley, <br />Councilman Shane Williams, Councilman Jeff Cook, and Greg Swinney. Town attorney Cho-il <br />Lee was present. <br />Council President Warthen gave the prayer. <br />Councilman Stanley made a motion to approve the minutes of the November 2, 2021 meeting <br />and seconded by Councilman Swinney. Motion Carried 5-0 <br />Unfinished Business— <br />Councilman Stanley reintroduced the debt reduction plan outlined by Council President <br />Warthen. Councilman Williams would like the plan rolled into the Capital Improvement Plan <br />discussion with the advice of Baker Tilly. It was determined to revisit this item after discussing <br />the Capital Improvement Plan. <br />Capital Improvement-PIan- —Paigq Sansome from Baker Tilly presented a scope of services to <br />develop a capital improvement plan which includes meeting with department heads to <br />establish a//Capital plan for the next 5-10 years. The plan would involve looking at funding <br />options, inioluding_grants, debt consolidation, and other funding sources for projects. <br />Councilman Williams believes this is an essential piece of the financial picture for the Town. <br />Councilman Swinney asked about the size of most towns that develop a Capital Improvement <br />Plan. While Paige did confirm most municipalities they work with are larger than the Town of <br />Mooresville, it is good for a municipality of any size. <br />Councilman Stanley inquired about the cost of the process to get the Capital Improvement Plan <br />completed. The $15,000 price proposed is a not -to -exceed, and the cost can be lower <br />depending on the preparedness of the department heads for the project. <br />Councilman Warthen asked about handling the project for the plan in-house, which Paige <br />agreed is feasible. Council President Warthen expressed concern about the potential for failure <br />if an unexpected project arose and could not be funded due to the monies set aside for future <br />projects. <br />Councilman Williams disagreed with Council President Warthen as he believes the plan would <br />prevent unexpected projects from coming up. He is not confident that most members of the <br />Council understand the finances of the Town and would like to be reassured that the financial <br />advisors are closely looking at the finances. Councilman Williams motioned to approve the <br />additional scope of work from Baker Tilly for the Capital Improvement Plan to be funded out of <br />the Legal fees. Councilman Cook\seconded. Motion Carried 4-1. Councilman Warthen opposed. <br />Budget Policy Discussion town - AAS orney Lee presented a proposed policy regarding the <br />budgeting process. Councilman Cook believes the workshops are a good idea and would allow <br />the public to hear what is being done with the budgets. Councilman Williams agreed with <br />Councilman Cook, reiterating that Councilman Cook listed reasons are why he proposed the <br />idea. <br />
