.'70 <br />New Business — <br />Overton Industries S-612022- The declaratory resolution would establish an economic recovery <br />area. Overton Industries are expanding, setting them up for future growth. Councilman Stanley <br />made a Motion to accept the resolution and set the Confirmatory public hearing for January 18, <br />2022. Councilman Swinney seconded. Motion Carried 5-0 <br />Department Head Reports - <br />Chief Dalton requested permission to fill a spot in the department that a resigning officer left. <br />The council, by consensus, agreed to move forward. The Department SOP's are in review by <br />legal counsel. Chief Dalton has been working with the legal counsel on a fire investigator <br />position with police powers. He would like to see Mooresville adopt the practice for the <br />investigator positions. <br />Councilman Warthen talked about the issues with possibly making the reserve officers through <br />the town and the drawbacks. There was some discussion about the qualifications of reserve <br />police officers and the ability to put the police powers under the town police chief. <br />Chris Hobbick questioned the safety guidelines and powers of the investigators. The Town <br />council stated that it would all fall under the SOP's of the Fire department and that the SOP's <br />would need some significant recording <br />Councilman Stanley motioned to allow the legal council to work with the fire department to see <br />what steps were required to grant the fire investigators police powers. Councilman Swinney <br />seconded. Motion carried 5-0 <br />Council President Warthen presented the request from Dave Moore to advertise the grant bids <br />early as this has resulted in success in the past. Councilman Stanley requested Dave Moore look <br />at some possibilities for increasing ADA compliance. Councilman Swinney made the Motion to <br />allow Dave Moore to move forward with the advertising. Councilman Stanley seconded. Motion <br />carried 5-0 <br />Legal — There were none. <br />Public Comments — There were none. <br />Councilman Stanley made the Motion to approve claims for $234,764.13. Councilman Swinney <br />seconded. Motion carried 5-0 <br />
