wait for the new police chief to be in place as no handler is available. Councilman Warthen was <br />concerned about the one-time funding and thought the goal was to ensure the canine was permanently <br />funded. <br />Councilman Cook motioned to fund a 23rd police officer if the police commission determines the best <br />candidate for the chief position is someone outside the department, stipulating that if an officer leaves <br />the vacant position would not be replaced with a full-time employee. Councilman Stanley seconded. <br />Motion carried 5-0 <br />Department Head Reports — <br />Dave Moore mentioned that the Town of Mooresville received an award from Indiana Geographic <br />Information Council for Cemetery Modernization. Mr. Moore will be attending the ceremony to accept <br />the award on behalf of the Town. <br />The building owner of 1 & 3 E Main Street signed the paperwork for the right to enter. The owner has <br />30 days to take action before the town bids it out. <br />Calvin Boulter gave an update on the workings of the Wastewater Treatment Plant. <br />They are still working with HNTB and meeting their limits more often. They are three people short, but <br />everyone works as a team, and the plant's culture has shifted for the better. Council President thanked <br />Calvin and the workers for all the hard work they had been putting into the plant. They are working on a <br />lot of updates to meet IDEM requirements. Councilman Cook motioned to replace one person at the <br />wastewater treatment plant. Councilman Swinney seconded. Motion carried 5-0 <br />Kris Wilson, Park Superintendent, stated the covered bridge is under contract for repairs. Staff <br />members have moved back into the park office but still waiting for new windows. Summer concerts will <br />start on May 20, and the pool will open on May 21. <br />Interim Chief Brockman gave the April run stats. He gave an update on the semi accidents they have <br />been investigating at Lockerbie and South St. The main issue has been that the drivers and trucks were <br />no longer on the scene when the officers arrived. The police have turned information on the truck <br />companies over to Ron Overton to try to obtain restitution. He also gave a new procedure to the <br />officers so that when these incidents arise, the police officers will provide information to the property <br />owners. He supported the idea of securing the funding for the canine program and pledged not to <br />touch the fund during his time as Interim Chief. <br />Legal — <br />Ashely Ulbricht gave an update on the comprehensive plan as there is still some debate on establishing a <br />non -reverting fund. Councilman Williams motioned to have the attorney stop investigating how to <br />make a non -reverting fund for the comprehensive plan. Councilman Cook seconded. Motion carried 5-0 <br />GRW Contract - The paperwork that was received was a proposal, but what is needed is an <br />actual contract for review that includes the standard municipal contract wording. Councilman <br />Stanley motioned to obtain a contract from GRW to update the rules and procedures and <br />update the UDO not to exceed the cost of $10,000. Councilman Swinney seconded. Motion <br />carried 5-0 <br />Public Comments— <br />There were none. <br />Approval of Claims - <br />Councilman Stanley motioned to approve claims for $627,181.66.
