Mr. Mayfield discussed all of the possible changes <br />that could be made to the benefits program on January 1, 2023. <br />Councilman Williams motioned to renew the Health Insurance Plan with Linchfield and allow Mr. <br />Mayfield to get the necessary inquiries about the prescription drug program to be presented at the <br />second meeting in August. Councilman Swinney seconded. Motion carried 5-0. <br />Telemagen Invoices - There was a discussion with Steve Oschman about specific charges on the <br />Telemagen invoices. Steve Oschman requested to pull two invoices, #7046 and #7048 to review and <br />separate legal charges and resubmit a new invoice. Council members approved Telemagen to work <br />directly with Banning Engineering to upload data for the cemetery project. <br />Department Head Reports — <br />Councilman Williams gave the update on Chief Dalton's behalf. Chief Dalton notified the council <br />members he would be hiring soon to replace a retiring captain, and the funds are available in the 2022 <br />budget. <br />The Interim Chief Brock Chipman stated that he had extended an offer for a full-time dispatcher. There <br />was a discussion about a timeline of a supposed missing firearm that was determined to be a typo on <br />the inventory sheet and the gun was issued to an officer and in possession of the weapon the entire <br />time it was thought to be missing. <br />Legal — <br />There were none. <br />Public Comments— <br />Rob Samuels came before the council to voice his displeasure with certain members of the council and <br />his frustration with the timeline of receiving the documents from certain public records requests that he <br />has filed. During Mr. Samuels's comments, there was some discussion among the council on the policy <br />of time limits on public statements, after which Councilman Cook exited the meeting. <br />Rose Julian came before the council to clarify statements that she had made at the June 21 meeting. <br />David Schultz came before the council to thank the Town for his experiences during his tenure with the <br />police department. He also stated he would appreciate not having his or his wife's name brought into <br />any social media posts. <br />Councilman Stanley made the motion to approve claims for $946,824.51 this does account for the <br />invoices pulled during the meeting. Councilman Williams seconded. Motion carried 4-0. <br />Town Council Comments— <br />Councilman Williams made a statement about social media and responded to Mr. Samuel's comments <br />made during public comments. <br />Councilman Swinney stated he enjoyed seeing Rachel Gray get her day. <br />Councilman Stanley told Officer Shultz to be Safe. <br />Council President Warthen said that Mooresville is still, in his opinion, the greatest place in the world to <br />live. <br />
