So <br />Inliner Solutions LLC Agreement — The contract has been reviewed and everything appears to <br />be in order. There were no questions from Council. <br />A motion to approve the contract with Inliner Solutions LLC was made by Councilman Swinney <br />second by Councilman Stanley. Motion carried 5-0. <br />Verizon Wireless —Steve Potter with Verizon Wireless presented the Council with pricing for <br />cell phones. The Town currently has accounts with Verizon on the GSA government contract. <br />The current pricing for unlimited talk, text, and data under that contract is $48.75 per line, per <br />month. Voice only is $34.99 per month. Every quarter there are free phones available, <br />currently an iPhone SE or Samsung S20 5G. The contract is for one year and there are no early <br />termination fees. Phones are upgradable every ten months and have a one-year warranty so <br />there is no need to carry insurance on the phones, which would be an additional savings. If <br />phones are purchased, we would receive the government pricing no matter how many phones <br />are purchased. Phones can either be added to the current accounts, create subaccounts, or <br />add new, separate accounts. Steve Potter stated the easiest thing would be to just add new <br />lines to the existing accounts. Councilman Williams asked how Verizon handles records. Steve <br />stated all records are kept private and only released with a subpoena. He believes they are <br />kept for a period of at least three years. Legal stated we will want to make sure the required <br />retention schedule is followed in case there would be a request. Councilman Cook asked how <br />soon we would receive phones and Steve said they are shipped second day. President <br />Warthen stated this will give us the information we need so it can be discussed during the <br />budget process. <br />145 E HIGH AND 140 E SOUTH —Janet Zimmerman, owner of Jamy's Auto was back to follow up <br />on her issue with drainage. She stated the work that Dave Moore did on the blacktop did not <br />fix the problem. She is asking who is responsible for the drain. It is 70 feet onto her property. <br />She doesn't know if it is her responsibility or the Town's and if there is an easement. She stated <br />Dave Moore said it runs from one end of her property to the other. She is willing to fix it if it is <br />her responsibility or give an easement if it is the Town's. She also stated that when they <br />removed the blacktop, she had two lanes going in and out of her property and when they put it <br />back, they only put back one. President Warthen asked Dave Moore to get a vac truck or <br />camera and try to figure out how the infrastructure is laid out. Mrs. Zimmerman is doing a title <br />search to try to get additional information. President Warthen told her the Town will delve into <br />it. She also wanted to discuss several thefts and vandalisms that has taken place at her <br />business and others in the area. She would like to see increased patrols in that area. She also <br />stated that someone who was caught on camera, stealing catalytic converters from Jamy's Auto <br />was caught by Mooresville PD and was let go because he returned the property. Brownsburg <br />PD called the next day and said they had a warrant out for him. President Warthen stated that <br />the public's comments help make the department better by bringing awareness to the issues <br />and that the Police Commission oversees the police department. Councilman Williams <br />suggested they contact the new police chief. <br />Unkept Properties — Dave Moore was able to make contact with the property owner on <br />Washington Street and he stated he is putting money together to put a roof on his building and <br />he is trying but nothing has been done. The owner was in the audience and President Warthen <br />told him we want to see some effort moving forward with the cleanup around the outside of his <br />building. The owner of the other property south of town told Councilman Swinney and Dave <br />Moore that he is hiring a crew to clean up the property. Dave said there is some improvement. <br />Councilman Williams asked Dave is he wanted to move forward with legal and he stated they <br />were moving forward. <br />Department Head Reports — Street Superintendent, Dave Moore, reported they are working on <br />the next round of Community Crossings Grants and on North Monroe Street, the State had <br />gotten right of way from the homeowners but never had them recorded. With the <br />improvements planned for Carlisle and Monroe, that needs to be cleaned up. Jeff Banning of <br />Banning Engineering was in the audience and he stated some of the properties have ownership <br />to the center of the road and since the State has turned that over to the Town, they will need <br />
