NEE <br />October 4, 2022 <br />The Mooresville Town Council met in a regular session on Tuesday, October 4, 2022 at <br />6:30 P. M. at the Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Dustin Stanley, <br />Councilman Shane Williams, Councilman Jeff Cook, and Councilman Greg Swinney. Attorney, <br />Chou-il Lee was also present. <br />Council President Warthen gave the invocation and called the meeting to order. <br />Approval of the minutes from the Sept 20, 2022 meeting. <br />Motion made by Councilman Stanley, second by Councilman Swinney to approve the minutes <br />as written. Motion carried 5-0. <br />Public Hearing 1st reading of the 2023 Budget. <br />Councilman Warthen opened the public hearing. There were no public comments. Council <br />President Warthen asked the town financial advisor Paige Sansone about increasing the Food <br />and Beverage Fund and the Riverboat Fund. Paige Sansone understood that any fund that the <br />DLGF does not approve can be increased, while it may cause an error in the Gateway software. <br />Page mentioned the possibility of the Riverboat revenue decreasing quite a bit this year, but <br />there is not a confirmation of the amount of decrease. Paige said there is a graduated language <br />in the statute, and she anticipates it going away at some point. Deputy Monts shared with the <br />council that $37,251 was received for the Riverboat Fund in August. <br />There were no additional questions or comments from the council. A motion to close the <br />public hearing was made by Councilman Swinney, seconded by Councilman Stanley. Motion <br />carried 5-0. <br />Councilman Williams asked about changes to the Capital Improvement Plan for the next <br />meeting. Paige stated that ideally, they would like the information back from the department <br />heads by Monday to update the current plan. <br />Unfinished Business — <br />Trustmark Agreement Is the third -party administrator of the town health insurance. This <br />agreement was agreed upon at the August meeting, and this is an addendum and the formal <br />signing of the agreement. Legal has already reviewed the agreement. Councilman Cook <br />motioned to approve the renewal, seconded by Councilman Stanley. Motion carried 5-0. <br />New Business — <br />Delta Dental Renewal Agreement - This dental plan is provided to the Town employees at no <br />expense. Councilman Stanley made a motion to approve the agreement. Councilman Swinney <br />seconded. Motion carried 5-0 <br />160 W Jefferson Street— Clerk -Treasurer Wamsley detailed a letter that had been received <br />from the owner of this property requesting an adjustment to the sewer charge due to an <br />undetected underground leak between the meter and the house. The total bill for the customer <br />was $665.44; their average bill was $30.09. An initial adjustment of $347.06 has already been <br />
