failed 2-3. Councilman Swinney made a motion to table this item until the next meeting, second by <br />Councilman Williams. Motion Carried 3-2. <br />Resolution 23-2022 Amendments to the Declaratory Resolution and Development Plan - This is <br />to create an Economic Development Area where Casey's gas station is located on SR 144 for the <br />possibility of the future use of that property. Which could eventually lead to a Fire Department training <br />facility as well as the funding of the fencing around the police station. This had to go before the <br />RDC as well as the Planning Commission to create this ERA. Councilman Stanley clarified that this is an <br />early plan. Councilman Williams motioned to approve Resolution 23-2022, second by Councilman Cook. <br />Motion Carried 4-0-1 with Councilman Stanley . 5fta,n;. 5. f &,,) <br />Department Head Reports - Chief Dalton gave the run stats for September putting the department 186 <br />runs over this time last year. Eight hundred dollars was brought in from the surplus items that were <br />auctioned off. Councilman Williams thanked him for his work and travel to honor Chief Medsker as well <br />as the increased social media presence which Chief Dalton gave credit to Lieutenant Snodgrass for the <br />social media presence. <br />Chief Buckner is doing an evaluation on purchasing vehicles through Enterprise. He has been in contact <br />with Premier canine and will be eligible to receive a dog for the K-9 program in the spring. The dog is <br />not only narcotic dogs but they will track and not bite. Two police officer candidates are going through <br />Perf right now and could be presented soon, but other candidates will need to be put through the <br />academy. He mentioned raises and taking care of the young officers to ensure they stay with the <br />department and that while Mooresville is still a small town there are more and more big problems that <br />the Police department is expected to handle and they deserve to be compensated. Chief Buckner met <br />with the Faith -based leaders in the community and is working on putting together a volunteer Chaplain <br />position. He also announced the Promotions of Daniel Enkorn to Lieutenant, Brock Chipman to Sergeant, <br />and Josh Pope to Sergeant. <br />Dave Moore stated the Carlisle Street bridge should be open today by 2:30 and High Street is scheduled <br />to open on November 15th. He mentioned that the Cemetery Project is close to going live and he would <br />like to revisit the HVAC conversation as repairs are needed. The street department employees have <br />been working on the South Torch, installing and testing lights. <br />Legal —Town Attorney Lee asked for permission to move forward on a couple of collection efforts on <br />some properties to keep the process moving forward. Councilman Cook made a motion to approve his <br />moving forward on those efforts, second by Councilman Williams. Motions carried 5-0. <br />Public Comments—There were none. <br />Councilman Swinney motioned to approve claims in the amount of $772,088.05 second by Councilman <br />Cook. Motion Carried 5-0. <br />Town Council Comments— Councilman Williams stated that the Parks director posted they had 4,000 <br />people attend the Halloween hike and 1,500 of those were children, and he mentioned the positive <br />reaction to the event. <br />Councilman Swinney commended Officer Leap for giving treats out during Halloween. <br />Councilman Stanley mentioned it being election time and to vote on Tuesday. <br />Council President Warthen gave some updates on the Carlisle Street bridge repair and commended the <br />efforts of Town Attorney Lee in getting the County to perform those repairs. He requested <br />documentation from Josh Mesmer of the products used for the repair and made mention of the failure <br />of the bridge during the time of the bridge tax being in place. He spoke to Bill Roberson about the HVA <br />and will be having Legal review the bid process for the Trane units. <br />There being no further business to come before the Council at this time, a motion was made by <br />Councilman Stanley, second by Councilman Williams. Motion Carried 5-0. <br />
