OEM <br />February 28, 2023 <br />The Mooresville Town Council met in a special session on Tuesday, February 28, 2023 at 6:30 P. M. at <br />the Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Greg Swinney, <br />Councilman Shane Williams and Councilman Josh Brown. Town Attorney Ashley Ulbricht was present. <br />Councilman Jeff Cook was not in attendance. <br />Council President Warthen gave the invocation and called the meeting to order. <br />Unfinished Business— <br />Fiscal Plan for the Super Voluntary Annexation -The fiscal plan is needed for all super voluntary <br />annexations. Bakertilly impact study stated that no additional costs will be incurred by the Town as a <br />result of the annexation and the Town will not receive an increase in its levy as a result of the <br />annexation. <br />Councilman Swinney made a motion to approve the fiscal plan for the super voluntary annexation as set <br />forth by Bakertilly. Councilman Williams seconded. Motion carried 4-0. <br />Ordinance 1-2023 Having already had the public hearing Councilman Swinney made the motion to <br />approve Ordinance 1-2023. Councilman Brown seconded motion carried 4-0. <br />Community Crossings Project Bid Recommendation — Banning Engineering sent a letter recommending <br />the Town reject the bid for this project based on an error they found in unit pricing within the bid. <br />Councilman Williams made a motion to reject the bid from Grady Brothers. Councilman Brown <br />seconded. Motion carried 4-0. <br />Councilman Williams made a motion to allow Banning engineering to re advertise the bid with any <br />necessary adjustments as soon as possible. Councilman Brown seconded 4-0 <br />Public Comments — <br />Chris Tan from the Morgan County Boys and Girls Club came before the council to make a request to the <br />council. Attorney Copeland advised that as this is a special meeting with only 3 topic were advertised <br />and action can be taken on a request during this meeting. <br />Chris detailed the project that he is requesting assistance with clearing the 1 acre of land that is owned <br />by Mount Gilead Church. The vegetation and invasive trees have been cut down and considering the <br />weather he is requesting assistance via use of additional dump trucks or skid loaders over the next few <br />days to move the downed trees and vegetation so they can be hauled off by a company who is donating <br />their time. He understands the rules of the special meeting but appreciates the time he was given and <br />provided additional information to the council to learn more about the Boys and Girls Club. Council <br />President Warthen thanked Chris for coming in and for his presentation, but in light of the advice of <br />legal council is unable to take action at this meeting. <br />Town Council Comments— <br />Councilman Williams apologized to Chris stated that he should have been alerted before the meeting <br />that no action could be taken and that the town should learn to help people. He emphasized his point by <br />highlighting a move that the fire department assisted with for the Senior Center without council <br />approval. He stated he would encourage the street department head to assist anyway as the Fire Chief <br />did not request permission to assist people. <br />The next regular scheduled meeting of the Mooresville Town Council will be held on Tuesday, March 7, <br />2023 at 6:30 P. M. at the Mooresville Government Center. <br />
