OEM <br />June 6, 2023 <br />The Mooresville Town Council met in a regular session on Tuesday, June 6, 2023, at 6:30 P. M. at the <br />Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Greg Swinney, Councilman <br />Jeff Cook, and Councilman Josh Brown. Town Attorney Ashely Ulbricht was present. Councilman Shane <br />Williams was absent. <br />Council President Warthen gave the invocation and called the meeting to order. <br />Councilman Swinney made a motion to approve the minutes of the May 16, 2023 meeting and seconded <br />by Councilman Brown. Motion Carried 4-0 <br />Councilman Cook made a motion to table the approval of the joint meeting between the Town Council <br />and the Planning Commission due to a lack of quorum. Councilman Brown seconded. Motion carried 4-0 <br />Unfinished Business — <br />Resolution 2023-9 Declaratory Buffers USA Inc Personal Property - Councilman Brown made a motion to <br />approve Declaratory Resolution 9-2023 for personal property. Councilman Swinney seconded. Motion <br />carried 4-0 <br />Resolution 2023-10 Declaratory Buffers USA Inc Real Property - Council President Warthen stated that at <br />the time of purchase, an agreement was made to forego any abatements on the building. However, any <br />future upgrades or work to the building would be eligible for an abatement. Councilman Brown motioned <br />to approve Declaratory Resolution 10-2023. Councilman Swinney seconded. Motion carried 4-0 <br />Resolution 2023-11 Declaratory PacMoore Technologies Personal Property - The investment for this <br />project is estimated to be $7M. Councilman Brown motioned to approve Declaratory Resolution 11-2023. <br />Councilman Swinney seconded. Motion carried 4-0 <br />Street Closure Permit Regina Shelby - Councilman Cook motioned to approve the street closure of the <br />rescheduled street fair on October 29, 2023. Councilman Brown seconded. Motion Carried 4-0 <br />New Business — <br />Insurance Presentation - Brian Culp presented his proposal for insurance coverage. He stated that <br />this does not include the Workman's Comp insurance, which was renewed in March. The <br />property asset list reached $55M. The current policy is blanketed at $35M. The projected blanket <br />needed is estimated to be $85M. The blanket must be large enough to replace the town's most <br />significant assets. The welcome signs and the Torch were not covered in the former policy but <br />should be covered under the new policy. He suggested changing the vehicle comp and collision <br />policy to an all -owned auto policy to avoid insurance lapses due to vehicle ownership changes. <br />He wants to update the umbrella coverage for the Employment Practices Liability insurance. The <br />current policy only covers up to $1M. However, the state allows municipalities to be sued for up <br />to $5M. By includingthe umbrella, it would cover any awards over $1M. He discussed upping the <br />liability amount on the equipment liability policy. Travelers offer K-9 officer coverage for up to <br />$50,000. He discussed available ransomware coverage. The total bid is $351,152. <br />Liability Insurance Presentation - Larry Long presented his bid for a renewal of the property <br />insurance, and the amount was raised to $56 million. The deductible is $5,000. He would like to <br />get an updated equipment list. The total bid is $288,884. The replacement costs were estimated <br />in early 2022. The torch and the welcome signs are included in this new renewal. He discussed <br />the cyber policy that was instituted in 2022. There is an option that if the damage is ten times <br />
