Commissioner Pipkin made the motion to approve Resolution 2023-4. Commissioner Culp seconded the <br />motion, which carried 5-0. <br />Main Street RFP: Commissioner Culp shared there were three submittals for the Main Street Project <br />from design firms: V3, DLZ and Banning Engineering. The committee interviewed all three. The <br />committee's recommendation is to move forward with Banning Engineering as the lead for the Main <br />Street project. Commissioner Pipkin made the motion to accept the committee's recommendation and <br />move forward with a contract. Commissioner Culp seconded the motion, which carried 5-0. <br />Legal/Managerial Update: No legal update. <br />Manns shared a four year projection of revenues and expenses she completed by using numbers <br />previously provided by Baker Tilly for revenues and actual expenses. This considers projects that have <br />been approved as well as projects that have been discussed but not yet approved. Commissioner Culp <br />asked this be updated quarterly. <br />Manns also noted that unbeknownst to the Town, CDFI Friendly Bloomington applied for the same <br />brownfield assessment grant the Commission had and was awarded $500,000. CDFI has shared they <br />would like to work with the Town on the project moving forward. <br />Manns also noted the interest accrued for the month of August was $58,007.77 <br />New Business: <br />Parks Department Presentation: Parks Director Philip Cornelius was in attendance to answer any <br />additional questions about Phases I and II of the Pioneer Park expansions that have been previously <br />discussed. After a brief discussion, Commissioner Pipkin made the motion for Attorney Steuerwald to <br />begin the statutory process to provide an amount not -to -exceed $3,150,000 to the Mooresville Parks & <br />Recreation District for Phases I and II of Pioneer Park. Commissioner Heidenreich seconded the motion <br />which passed unanimously. <br />Review of Claims: The claims were presented in the amount of $29,166.99. Commissioner Culp made <br />the motion to approve the claims as presented. Commissioner Pipkin seconded the motion, which <br />carried 5-0. <br />For the Good of the Order: Dr. Allen thanked the Commission again for the participation on the <br />school's new facility in the former bus garage. <br />
