November 21, 2023 <br />The Mooresville Town Council met in regular session on Tuesday, November 21, 2023, at 6:30 p.m. at <br />the Mooresville Government Center. <br />Council members present were: Council President Tom Warthen, Councilman Greg Swinney, Councilman <br />Shane Williams, Councilman Jeff Cook, and Councilman Josh Brown. Town attorney Chou-il Lee also was <br />present. <br />Council President Warthen gave the invocation and called the meeting to order. <br />Councilman Swinney motioned to approve the minutes of the November 7, 2023, meeting and seconded <br />by Councilman Brown. Motion carried 5-0. <br />Unfinished Business— <br />Declaratory Resolution 30-2023 SB -1 Innovative Performance Technologies LLC. Brian Figg presented his <br />request for a tax abatement of $529,000 for personal property. Councilman Brown made a motion to <br />approve Declaratory Resolution 30-2023. Councilman Cook seconded. The motion carried 5-0. There will <br />be a public hearing at the next meeting. <br />Steve Oschman with Telemagen presented a Build Operate Transfer (BOT) strategy for the Town's <br />Information Technology infrastructure plan. The plan would include a continuation of the current rolling <br />contract for 24 months with Telemagen as well as updating a portion of the network system. There was <br />some discussion of the current server and switch layout, as well as the wiring layout. Town Attorney Lee <br />stated the Build Operate Transfer does not extend to Information Technology infrastructure. <br />Councilman Brown motioned to move forward awarding the IT contract to Sondhi Solutions at an annual <br />cost of $198,000 and $15,297 for onboarding. Councilman Swinney seconded. Motion carried 3-2. <br />Councilman Williams and Councilman Cook opposed. <br />HVAC Project— Due to the requirement to advertise public hearings, the HVAC project will be rescheduled <br />for December 5, 2023, <br />New Business — <br />The Town Hall video and recording equipment project was rescheduled for December 5th. This decision <br />was made due to the unavoidable circumstance that one of the two companies scheduled to present <br />their proposal was unable to attend the meeting. <br />Councilman Brown made a motion to table the presentations and suggested that both companies be given <br />the opportunity to present their proposals simultaneously. Councilman Swinney seconded. Motion <br />carried 3-2. Councilman Williams and Councilman Cook opposed. <br />Town Attorney Chou-il Lee opened the bids for the project of security cameras and doors. He <br />recommended that the bids be taken under advisement and provided the bids to Park Superintendent Phil <br />Cornelius. The bids are as follows: <br />CMD $331,173.42 <br />Koorsen $253,369.94 <br />Aptek $269,644.92 <br />Taylor Systems $339,663.64 <br />Security Pros $303,810.53 with a monthly service fee of $10,114.89. <br />Councilman Swinney made a motion to have the committee review the bids. Councilman Williams <br />seconded. Motion carried 5-0 <br />
